3. Creating conditions for the preservation, development and improvement of professional art and folk art.

4. Implementation in the city's territory of state policy in the field of protection of historical and cultural monuments and popularization of the historical and cultural heritage of the Russian Federation.

5. Participation in the development and implementation of city programs for the preservation and development of culture.

6. Participation in the formation and ensuring the functioning of the city system of supplementary education in the field of musical, artistic and aesthetic upbringing.

7. Participation in the development and implementation of financial, investment and innovation policy in the field of culture and art, development of joint projects with organizations of business, industry and trade that address issues of culture and art.

8. Assisting in the development of the leisure sector and ensuring a diversity of cultural and leisure activities for various segments of the population.

9. Determining goals and priorities in the development of certain types of cultural activity, professional art, museum and library affairs, and education in the field of culture.

10. Strengthening interethnic cultural ties, interaction with creative associations and unions.

11. Studying the problems of training and use of personnel, developing an effective personnel policy in the field of culture and art.
