Martial law on the territory of the USSR
RESOLUTION
On the declaration of martial law throughout the entire territory of the Union of Soviet Socialist Republics
In connection with the occupation of the territory of the USSR, the genocide of the multiethnic Russian People through extremism, terrorism, poverty, famine, GMOs, sacrifices, slave trade, killings for organs, killings for the production of medicines, incited abortions,
On the basis of Article 121, paragraphs 15-16 of the Constitution of the USSR; paragraph 1 of Resolution No. 1 of the First Congress of Citizens of the Soviet Union of December 30, 1991; paragraph 8 of the Mandate of Trust
No. 1/1 of December 30, 1991,
the standing Presidium of the Military-People's Council and the Defense Council of the USSR at a Plenary session
HAS RESOLVED:
1. To declare martial law throughout the entire territory of the Union of Soviet Socialist Republics.
2. To declare mobilization throughout the entire territory of the Union of Soviet Socialist Republics. Persons liable for military service and the able-bodied population of the USSR shall be subject to mobilization for the formation of people's militias and special groups of activists for the protection of the multiethnic Soviet People and Our Great Country.
Also, all civilian and law enforcement bodies of the Russian Federation, in order to avoid crimes under the article of the Criminal Code of the RSFSR "Treason against the Motherland", are to come under the subordination of the legitimate Soviet power in the person of the official Government of the USSR (People's Liberation Movement of the USSR) and the Military-People's Council of the USSR.
People's militias, special groups of activists and defenders of the Motherland are to make contact with the regional and local headquarters of the PLM of the USSR to coordinate the general mobilization for the protection of the multiethnic Soviet People and Our Great Country.
3. Entrust control over the execution of this Resolution to the Chairman of the State Service "SOYUZ ANTITERROR" (KGB USSR) Sarat Nikolayevich Sarakhan.
