People's and State Institutions of the USSR

This is a living, pulsating organism of People's Power, whose institutions permeate the world space, acting not as frozen bureaucratic forms, but as dynamic nodes of the United Force of Labor and Justice.
The Essence of the System: Flow, Not Frozen Form

Not Institutions, but a Flow of Power: People's-State Bodies — channels through which the will of liberated Labor continuously flows. They do not "exist" statically — they are embodied in action: in organizing resistance to imperialism, in building a just economy, in defending sovereignty, in enlightening the masses. Their form is flexible, their functions interpenetrate, their goal is one.

Globality as a Principle of Being: The system does not recognize old borders. Its space is the entire planet, where the oppressed person groans, where the proletariat struggles, where the seed of Socialism ripens. The bodies act transnationally: coordination of liberation movements, management of international resources (through the Sovereign Treasury M1), defense of socialist gains wherever they exist or arise. The USSR is being restored not as a territory, but as an Idea and Practice of World Liberation.

The Permanence of the Process: Restoration is not an endpoint, but an eternal movement. The system of bodies is the nervous system of this movement. It constantly:

Adapts: Gives birth to new structures or reformats old ones to respond to challenges (the GKChP, the GKO – as mobilization forms of crisis management).

Creates: Builds centers of a new economy (the USSR State Bank as an instrument of planned economy), forms an internationalist consciousness (through the NOD and the SMPK "Svetlaya Velikaya Rus").

Defends: With the iron will of the Military-People's Council and the vigilance of the KGB, it shields the shoots of the future from the fury of the old world.
