Anti-Terror Union

The State Service Anti-Terror Union, the successor to the KGB of the USSR (resolution of the Supreme Soviet of the USSR No. 13/11 of 25.02.2014, order of the Supreme Soviet of the USSR No. 13 of 27.02.2014) is engaged in State Security in the USSR and in the subjects of Law on the territory of the USSR, countering and preventing terrorism, extremism and corruption in the highest echelons of power at the international level.

Working Group on Combating Corruption in the Highest Echelons of Power and the Anti-Terror Union

Brings to the attention of the President, the Government, law enforcement agencies and the public of the Russian Federation information that former and certain currently serving senior state officials who were part of the so-called "Z" group, under the control of the Masonic order and the secret world government and the Federal Reserve, removed from the USSR and Russia and concentrated in their hands funds and assets many times exceeding the volume of Russia's budget.

These funds may at any moment be used by them to provoke a social explosion both in the country as a whole and in its individual regions, to commit other actions aimed at, threatening the national security of the Russian Federation and the overthrow of power in Russia.

The plundering and collapse of the USSR historically began with the signing of the Washington Agreements in September 1977 by a group of persons who betrayed the interests of the USSR (Dolgikh, Falin, Pogodin, Bykovsky, Yermolaev), and by representatives of the secret world government of the Americans (Rothschild, Rockefeller, Morgan, Baruch). The agreement provided for the training of agents of influence, the construction of underground factories, the removal from Russia of gold, diamonds, rare-earth metals, oil, and monetary funds under the pretext of supposedly creating a "security cushion" to prevent World War 3.

To carry out this operation, code-named "Fonton", initially in 1982-1984, under the management of US Federal Reserve employees and an organizational group from the CPSU Central Committee, a special group of individuals called "Z" was formed. The group included persons of non-Russian nationality who were heirs of tsarist and princely families of tsarist Russia, numbering 184 people, which was trained on the territory of Uzbekistan, and then also in the city of Chekhov, Moscow Region.

To finance this special group, whose activities were directed at undermining the economic foundations of the USSR, US structures and the Federal Reserve created in 1982 a special fund called "Wanta", to whose accounts the Federal Reserve transferred 27 trillion US dollars. Part of the funds from this fund was transferred to the Banks of China and the Federal Reserve Bank of "Richmond". 4.5 trillion dollars was transferred to the "Richmond" bank. With these funds, in the late 80s in Russia, under the leadership of CIA agents Robert Maxwell and others, 33 financial funds were created, to which large sums were transferred. The operation to create the funds in Russia was led by Baibakov and KGB USSR employees appointed for these purposes.

Among these funds were:

The Gladyshev Foundation (headed by Gladyshev V.I.), the M.S. Gorbachev Foundation (Gorbachev M.S.), the R.M. Gorbacheva Foundation (Gorbacheva R.M.), the Foundation – "Social Protection of Youth of Kononevich (FSZM)" (Kononevich E.I.), the "Planeta" Foundation (Azharmachev Yu.V.), the Interregional Public Charitable Foundation "Man – Earth – Universe", later renamed the Non-Commercial Organization Charitable Foundation "Man – Earth – Universe" (Pospelov S.I.), the Non-Commercial Partnership "International Foundation for the Formation of Energation Flows "Manysheva-Egorova-Kononevich" (headed by Egorova E.V.), the Interregional Public Foundation for Social Support of Veterans of State Service – the "Referent" Foundation (Mazaev V.G.), the International Reserve Fund of Maria Pavlovna Romanova, the "Anastasia Romanova" Foundation, "Siabeko", "Depositary "Russia"", the "Knyazhesky Sovet Russi" Foundation (Duminika V.A.), the "Pokoyanie" Charitable Foundation, the USSR Peace Fund (Karpov), the International Consortium "Society – for Children" (head of both – Zagrebelny M.N.), the Foundation for the Promotion of the Development of Scientific, Technical and Cultural Programs "Nika" (Sergeev V.M.), the International Charitable Christian Foundation (Kabzar V.I.), the Philanthropic Foundation "In the Name of St. John the Forerunner" (Morozov A.V.), the International Cooperative Holding "Golden Section" (Krents S.V.), the International Cooperative Holding "Golden Axis" (Kudryavtsev A.), the "Presidential Programs" Foundation (Malyshev N.G.), the Territorial-Sectoral Financial-Energy Union TOFES (Latysheva E.B.), the International Supreme Coordination Council for Interaction with Economic and Financial structures (Avdeev-Ilchenko N.V.), the International Charitable Foundation for the Promotion of Professor Gerasimov A.A. (Nekrasov S.N.), the International Consumer Society "Goden Akhis" (Polonsky Ya.V.), the International Consortium "Infomir" (Lanov O.A.), the Russian Fund for Assistance to Refugees "Compatriots" (Demidov M.A.), the "Referend" Foundation, the "Platina" Foundation.

Foundations, in the form of world clubs of billionaires, namely: in Belgium a world club of billionaires in the form of the International Charitable Foundation of Mercy and Health – "MKM "MSK-RUS7", in Liechtenstein – the International Innovation Fund – "MKM SIR-144", the World Fund of Innovation Capital – "MKM "ZOR8" – in Switzerland, the World Insurance Fund – "MKM ARS-24" – in Germany, the World Indivisible Fund – "MKM UR-27" – Monaco, the World Accumulation Fund "MKM "SWET9" – England, the Investment-Industrial Consortium – "ZOLOTOE SECHENIE" – Switzerland, the Scientific Consortium "ZOLOTOE SECHENIE" – France, the World Fund for the Survival of Humanity "ZOLOTOE SECHENIE" – in Spain. The same world club of billionaires was also created in Russia in the form of the Consumer Society "MKM Club" under the leadership of SVR General Merkulov V.V., and to manage all these companies a Management Company was created – the Consumer Society International Cooperative Holding "Golden Section", where the general director is Krents S.V.

In 1986-88, Gorbachev M.S., carrying out the instructions of the secret world government and the Masonic order and having the goal of the collapse and plunder of the country to please his overseas patrons, increased the special group "Z" (consisting of 184 people) by another 2000 people. This specialized secret group "Z" included specialists in the field of mathematics and finance; it also had a cover group consisting of employees of the KGB of the USSR, the Ministry of Finance and the Central Bank of the USSR.

The export of capital from the country, aimed at the plunder and collapse of the USSR, was managed by employees of the CPSU Central Committee personally appointed by Gorbachev M.S.: Falin, Dolgikh, Demintsev, Kryuchkov, Kruchina, Pavlov, Brutents, Moiseev, and others.

In fulfillment of the Washington agreements, over the course of 4-5 years, underground refining plants and new oil refineries were built on the territory of the USSR, to which foreign equipment was supplied, and new technologies for the extraction of gold, diamonds, and oil were introduced. The products extracted at these underground plants were smuggled abroad, where they were stored in various repositories specially created for these purposes, located in the territories of the USA, England, Germany, Bulgaria, Hungary, Switzerland, Syria, Sweden, China and other Western countries.

According to data from the Working Group and the "Antiterror" Union, during the period 1985-1991, group "Z", on the command of Gorbachev M.S., stole and exported abroad a huge amount of USSR assets in the form of money supply, gold, diamonds, platinum, oil and other material valuables. The main part of these assets was credited to the accounts of hundreds of members of group "Z". Part of them, in the amount of 1 trillion 750 billion US dollars, was credited to the accounts of persons close to the Gorbachev grouping.

Thus, in 1989, on the instructions of Gorbachev M.S., to one of the members of group "Z", Mikheevsky V.M., who after training in a group of managers at the International Stock Exchange in London and obtaining an International license to work on the foreign financial market, the manager of the finances of the Administrative Department of the CPSU Central Committee, Kruchina N.E., in the presence of the head of group "Z", Moiseev N.N., handed over to Mikheevsky 5,636,315,078,660 US dollars. These enormous funds were transported by Mikheevsky together with another member of group "Z", Gorbanovsky V.N., to Switzerland, and accounts were opened against these funds in 21 countries of Western Europe and 18 accounts in the USA, Canada, and Japan. In 6 banks, supporting and insurance documents are kept for these capitals. These capitals were directed by Gorbachev, on the orders of the secret government controlled by the Rothschilds and Rockefellers, for Russia's entry into the international trade operations of the Federal Reserve.

In detail, the export of assets from Russia during the Gorbachev period was set out in the statement of the Working Group on Combating Corruption in the Highest Echelons of Power on bringing to criminal responsibility Gorbachev M.S., Gerashchenko V.V., and others, sent to the name of the President, the Prime Minister, the Prosecutor General and the Chairman of the Investigative Committee of the Russian Federation as early as November 25, 2011, under No. VK-17\113. (This statement was later published on the internet under the title "The Sunset of the Untouchables.")

After the collapse of the USSR and the coming to power of Yeltsin B.N., the foreign managers who controlled the outflow of capital from Russia (the Rothschilds, the Rockefellers, Bush Sr. and Margaret Thatcher) demanded that Yeltsin take up the baton of the further plunder of what was now the Russian Federation.

To secure Yeltsin's compliance, the secret world government, through the International Reserve French Fund, in which the assets of Russia from the tsarist period were concentrated, transferred to Yeltsin as a bribe 46.8 billion US dollars. In April 1992, these funds were divided into 5 parts and transferred to the personal accounts of Tatyana Dyachenko, Chernomyrdin, Shaimiev, Nazarbayev and the American Gore. The money for Tatyana Dyachenko was transferred to accounts opened in banks in the Solomon Islands and Australia.

Part of the funds, in the amount of 20.6 billion US dollars, allocated for Chernomyrdin, were subsequently distributed among persons close to Yeltsin and Chernomyrdin: Abramovich, Berezovsky, Gusinsky, Smolensky, Potanin, Khodorkovsky, Prokhorov, Lebedev, Fridman, Alekperov, Mamut, Lesin and others, a total of 24 people - the first-wave oligarchs, who, with the help of these received funds, were able to buy up and privatize into their own ownership the main production capacities of the country.

Having received the above-mentioned sum of funds through VEB from the International Reserve French Fund, Chernomyrdin, in agreement with Yeltsin, signed with Gore an agreement on the sale to the USA of 500 tons of weapons-grade plutonium for 11.9 billion US dollars (the real value of weapons-grade plutonium at that time was not less than 8 trillion US dollars). During the removal of the above-mentioned weapons-grade plutonium to the USA by submarines, one of the 8 submarines, while transporting 7 tons of weapons-grade plutonium, committed a treacherous escape and did not return to its base in Russia, remaining in the West under the control of the secret world government to the present time. Concealing this fact from the Russian public, the Russian government announced the loss of this submarine, claiming that it had supposedly sunk. At the same time, this submarine is still being used in the interests of the traitors to the Russian people.

During that period of time, Yeltsin also signed numerous agreements with various countries on the export and storage of assets in the form of gold, diamonds, and platinum abroad. He concluded deals unfavorable for Russia and signed numerous agreements with the USA that caused economic and political damage to Russia.

Under the guise of implementing the "Program for the Revival of the Russian Economy," the banknotes of the 1961 issue in the amount of 44 trillion rubles, handed in by all former republics of the USSR for exchange at the Central Bank of the Russian Federation, as well as 11.8 trillion rubles listed in citizens' accounts at the USSR Sberbank, in 1992-93, by decision of Yeltsin's government and the Central Bank of the Russian Federation, were converted and accumulated in the accounts of the Tan bank, as a branch of the USSR Central Bank located in the city of Kazan and its branch in the city of Alma-Ata. This operation was carried out under the leadership of the foreign owners of the Central Bank of the Russian Federation and Sberbank of the Russian Federation and under the direct control of Shaimiev, Gerashchenko and other Central Bank employees, and in Kazakhstan under the control of Nazarbayev. The transfer of the money and its introduction into the economy took place through the system of the so-called "Chechen avizo," which operated under the control of the leadership of the Central Bank of the Russian Federation and the Ministry of Finance of the Russian Federation.

At the beginning of 1993, through the International Islamic Bank, whose founder, besides foreigners, was the governor of Kemerovo Oblast Tuliev, 20 billion US dollars were brought into Russia by the Lebanese colonel Walid from the Arab Emirates. The division of these funds that came in the interests of the Yeltsin group, and also of the funds transferred to the Tan bank, led to a dispute between the groups of Yeltsin, Gaidar, Chernomyrdin on one side and Rutskoy with Khasbulatov on the other side, which led to the shelling of the White House in October 1993.

In 1993, the president of the American bank Export-Import bank USA, Kenneth Brody, at the request of Gorbachev, who had coordinated his actions with Yeltsin, signed a tripartite agreement with the Central Bank of the Russian Federation, represented by Gerashchenko V.V., and the Minister of Finance of the Russian Federation, represented by Vavilov A.V., on the financing of Russian projects. Under this agreement, all projects supported by the Ministry of Finance of the Russian Federation in the form of guarantees of the Government of the Russian Federation were subject to investment with the support of the European Bank for Reconstruction and Development (EBRD) for the purpose of placing funds provided by the IMF.

According to EBRD reports, under the agreement signed by Kenneth Brody, Gerashchenko and Vavilov, 12 billion US dollars were sent to Russia, supposedly received by regional programs presented by Vavilov, including accounts of offshore banks, for some reason, and correspondent accounts of the Baltic Transit and Parex banks. Subsequently, when compared with the real figures that arrived in the Russian Federation for real programs, out of the supposedly transferred funds, the deficit difference amounted to 11.7 billion US dollars. It follows from this that, under the said agreement, only 300 million of this sum arrived in Russia, while 11.7 billion US dollars were stolen and transferred through offshore zones to the personal accounts of Gorbachev, Yeltsin, members of his family and members of the so-called Yeltsin "family" Vavilov, Chubais, Chernomyrdin, and others.

In 2000, when the Accounts Chamber of the Russian Federation conducted an audit of Vneshtorgbank of the Russian Federation, this bank refused to provide complete information on the tranches of 1993-1994, and therefore the Accounts Chamber of the Russian Federation stated in its report that the sum of 11.7 billion US dollars is included in the total external debt of the USSR to the West, totaling 27 billion US dollars, which was subsequently repaid from the funds of the budget of the Russian Federation.

Subsequently, as is known, part of the international IMF tranches, which passed through the International Investment Bank, under the control of Chubais and Vavilov, transferred funds from the IMF tranches to the accounts of the family throughout the entire period of their activity, as the Working Group pointed out in its previous reports, which ultimately led to the country's default in 1998.

Part of the money supply transferred in 1992 to the accounts of the Tan bank was directed, under the control of the CIA agent, the American Raifon, through ASER "Tan" (head Shashurin S.P.), to the purchase of gold, oil, gas, rare-earth materials, and Kamaz vehicles, which were then exported abroad. Part of the funds was used to create a depository by Shaimiev's clan and to strengthen the state property of Tatarstan, as well as to create the Alfa Group company.

Packages of securities were formed against the gold, diamonds, oil and gas located in the country's subsoil. Then, through a company created for these purposes, ZAO "DGK +", under the leadership of a member of the Monetary Committee of the US Federal Reserve and a member of the Russian Security Council, Kononevich E.I., the packages of securities were pledged to the US Federal Reserve and foreign banks. As a result of the activities of ZAO "DGK +" in the period 1994-1998, gigantic funds were accumulated in 74 banks of the world – hundreds of trillions of US dollars. These capitals, in the form of money, gold, diamonds, platinum, Kamaz trucks, steel, oil, were withdrawn from the country through ASER "Tan", bank "Tan", the "Shashurin S.P. Charitable Fund" and hundreds of other companies and funds, and were removed from Russia's financial circulation.

In addition to the indicated assets, in 1996, 62% of the RF budget money was withdrawn abroad by group "Z" under the leadership of Yeltsin and Chernomyrdin. This financial scam subsequently led to the default of Russia's financial system in 1998. Of these huge withdrawn funds, part in the amount of 42.8 billion US dollars was used to cover US debts to the Federal Reserve, and the rest is kept in foreign banks in the accounts of various companies, funds and front persons: Zagrebelny, Ushakov, Khairullin, Shakirzyanov, Lyakhov, Pospelov, Churilov, Beregovkin, US citizen Magelaeshu, Canadian citizens Fraser, Khaz and many others.

In the banks of the Solomon Islands alone, 37.8 trillion US dollars of Russian money is kept. In the "ABC" bank of London, Gorbachev's criminal group keeps documents for 65,000 tons of gold (Philippine gold), which was received during Andropov's rule in 1983 as the USSR's share after the division of capitals by the victors in World War II. Against this gold, 486 accounts have been opened in various banks of the world in favor of Russia, which show trillion-dollar sums in US dollars under the management of Gorbachev's criminal group. In 2007, against these assets, from one of the indicated accounts for the Philippine gold, a group of persons deposited 112 billion US dollars into the Central Bank of the RF, ostensibly to prevent a crisis. But after these funds were deposited, 57 billion US dollars were stolen by participants of the criminal group. The rest were used by the country's government to issue credits to banks, which then, with the same funds together with budget funds, were withdrawn to the West into offshore zones by new oligarchic structures. Former RF Minister of Finance Kudrin A., after his resignation, admitted that during 2008-2010 about 200 billion US dollars were taken out of Russia to the West.

The funds withdrawn through the bank "Tan" and the "Shashurin Charitable Fund", "Diamond-Tan", in the amount of 36 trillion rubles and 323 billion US dollars, on the instructions of foreign managers Rothschild, Morgan and others, were partially transferred to Sberbank RF, whose main founder is the American Morgan, as well as to Sberbank branches in 6 cities of Russia. Part of the funds remained in the accounts of the Central Bank of the RF, whose founders also include the above-mentioned foreigners. The only Russian founder of the Central Bank of the RF is Gerashchenko with 1% of the shares. All monetary funds in the Central Bank of the RF and Sberbank RF are under the direct control of foreign owners and of the legally nonexistent Central Bank of the USSR (now bank Russia), which after the collapse of the USSR and to this day continues to be managed by Gerashchenko, Shaimiev and other representatives of the Gorbachev clan. In the accounts of these banks, in shadow circulation, until recently there were trillion-dollar sums, larger than the entire budget of the country.

The secret monetary funds of the bank "Tan" are kept in "Aversbank" (Kazan) in the accounts of: associates of Shaimiev, president of "TAIF" – Shigabuddinov Albert – 400 billion rubles; his deputy in this company, Sulteev Albert – 300 billion rubles; chief accountant Safina Guzel – 100 billion rubles; and the founders of "TAIF" – Shaimiev's two sons (Aivar and Radik) – 500 billion rubles each. In the accounts of Shaimiev M.Sh. himself in the countries of the Middle East, no less than 400 billion US dollars has been accumulated.

According to the Working Group, besides the money supply, from the USSR and Russia in the period from 1986 to 1998, a total of 22100 tons of gold was stolen and exported, of which 11200 tons were exported by contraband; 9700 tons of platinum were exported, along with hundreds of tons of copper, silver, and tens of tons of rare-earth materials. All these riches of the country are kept abroad. Hundreds of accounts have been opened for the gold. Two percent of the exported gold assets were Luzhkov's share and were transferred to the accounts of the company of Luzhkov's wife, Ye. Baturina, ZAO Inteko. In particular, in 1994, 4 billion 680 million rubles were transferred from the Tan bank into the charter capital of ZAO Inteko.

The diamonds stolen and taken abroad worth 2 trillion US dollars are kept in 8 foreign banks. In "Stanard Chartered Bank" (USA), 8 tons of uncut diamonds are kept, taken out of Russia illegally and listed under former SVR RF employee Drobyshev V., now a citizen of Germany. Part of the diamonds and gold under the control of the "shadow operators" are hidden in caches on the territory of Russia, Uzbekistan and Belarus.

Under the control of Tatarstan Premier Muratov and Shaimiyev, in 1993-94, 2750 kg of gold were exported to Israel, together with diamonds worth 28 million US dollars.

In total, through ASER "Tan" alone, using 268,000 payment documents, Russian assets worth 73 trillion US dollars were withdrawn abroad, which are kept in the Spanish bank "Santander", and in all, money totaling 116 trillion US dollars has been taken out of Russia and is kept abroad.

The stolen monetary funds have been transferred and are kept in the accounts of the fund "Med-Fine Group", the "Erdogan Fund", the "Jacques Chirac Fund", the "Gorbachev Fund" and many other companies and funds of the world, as well as international clubs of billionaires under the control of SVR Colonel-General Merkulov and his company "Golden Section", "Golden Axis" and others.

In the ruble account of the Charitable "Shashurin Fund" in Sberbank RF, until recently there were 5 trillion 772 billion rubles, and in the foreign currency account of the same fund – 323 billion US dollars. Within a month after Shashurin S.P. informed the public and the country's leadership about these assets, the money immediately evaporated and was transferred to the accounts of other funds and companies.

Our information is confirmed by the fact that today the World Financial system is being shaken by the migration of "shadow", and therefore unidentified (in our opinion Russian) capitals in the volume of 69 trillion US dollars, as reported by foreign media.

Group "Z" currently continues to own, use and dispose of the funds taken out of Russia. The international secret government manages these exported capitals in its own interests through the company "Raka", whose head is the billionaire Rothschild. The heads of this company manage Group "Z", which currently consists of 48 masters of managing Russia's capitals throughout the world and 12 apostles.

The masters of management operate according to the following scheme. There are 6 directions; in each direction there are 6 people in management (interchangeable), and above these 36 persons stand 5 chief masters of management and one more chief master located in Tibet. Among the masters of management are representatives of Group "Z", Michael – Mikhailov Mikhail, now a US citizen, Gasper, Artur, Prokhorov, Kabzar, Alikbekova Galimat, Pakhomov, Latysheva, Dergachev, Beregovkin, and others. The head of the company "Raka", Rothschild, on 24 May 2013 signed a secret agreement with the head of the people's treasury, Pakhomov, on the use of monetary funds taken out of Russia in his own interests.

All of the above criminal activity of the specialized Group "Z" to export capitals from Russia was constantly under the control of the top leadership of the KGB, and subsequently of the FSB of the Russian Federation. The main controllers at present are Postnikov V.N. and Lyubimov M.M.

According to our estimates, the accounts of hundreds of foreign organizations and hundreds of front individuals of another group hold no less than 100 trillion US dollars, kept in hundreds of banks around the world. These Russian assets work for the economies of the foreign countries where they are kept, but not for the benefit of Russia and the former union Republics.

In order to return the illegally exported financial funds to the territory of the Russian Federation and to involve these funds in the country's economic activity, it is necessary to create a "special body" acting on behalf of the state, through which it becomes possible to return these funds and rationally use them for the modernization of the country's economy. The main goal of creating such a body, which must be under the personal control of the President of the Russian Federation, is to identify persons, companies, banks, funds, assets, accounts engaged in exporting assets outside the Russian Federation, and then return these assets and other financial instruments to Russia. To organize joint work on world financial platforms with asset holders, owners of monetary funds and financial instruments to create large international banks, depositories, insurance and appraisal companies, commodity and raw materials exchanges, investment funds for further investment in the economy of the Russian Federation, and Government programs aimed at improving the financial well-being of the country's population.
