STATE DUMA OF THE FEDERAL ASSEMBLY
OF THE RUSSIAN FEDERATION
RESOLUTION
of March 15, 1996 No. 157-II GD
ON THE LEGAL FORCE FOR THE RUSSIAN FEDERATION - RUSSIA
OF THE RESULTS OF THE USSR REFERENDUM OF MARCH 17, 1991
ON THE QUESTION OF PRESERVING THE UNION OF THE SSR
Confirming the aspiration of the peoples of Russia for economic and political integration with the peoples of the states created on the territory of the Union of Soviet Socialist Republics, responding to numerous appeals from the subjects of the Russian Federation, taking into account the results of the referendum of the Republic of Belarus of May 14, 1995, and with the aim of re-establishing the state unity of the peoples of the Union of the SSR in any mutually acceptable forms, the State Duma of the Federal Assembly of the Russian Federation resolves:
1. To confirm for the Russian Federation - Russia the legal force of the results of the USSR referendum on the question of preserving the Union of the SSR, held on the territory of the RSFSR on March 17, 1991.
2. To note that the officials of the RSFSR who prepared, signed and ratified the decision to terminate the existence of the Union of the SSR grossly violated the will of the peoples of Russia regarding the preservation of the Union of the SSR, expressed in the USSR referendum of March 17, 1991, as well as the Declaration of State Sovereignty of the Russian Soviet Federative Socialist Republic, which proclaimed the aspiration of the peoples of Russia to create a democratic rule-of-law state within a renewed Union of the SSR.
3. To confirm that the Agreement on the Creation of the Commonwealth of Independent States of December 8, 1991, signed by the President of the RSFSR, B.N. Yeltsin, and the State Secretary of the RSFSR, G.E. Burbulis, and not approved by the Congress of People's Deputies of the RSFSR - the highest body of state power of the RSFSR, did not and does not have legal force in the part relating to the termination of the existence of the Union of the SSR.
4. Proceed from the premise that interstate and intergovernmental treaties on political, economic, defense and other matters concluded within the framework of the Agreement on the Creation of the Commonwealth of Independent States remain in force for the states that concluded them until their free and voluntary decision to re-establish a single state or until their decision to terminate the said treaties.
5. Propose that the Government of the Russian Federation take the necessary measures to preserve a single economic, political and information space, and to develop and strengthen integration ties among the states created on the territory of the USSR.
6. The delegation of the State Duma in the Interparliamentary Assembly of the states participating in the Commonwealth of Independent States shall promote the transformation of the Interparliamentary Assembly into an effective instrument for the integration and cooperation of the states created on the territory of the USSR.
7. The committees of the State Duma shall develop and submit for consideration by the Council of the State Duma a set of measures to eliminate the consequences of the collapse of the USSR, primarily with regard to Soviet citizens who have still not determined their state affiliation.
