RESOLUTION
of March 16, 1996 No. 156-II GD.
ON DEEPENING THE INTEGRATION OF THE PEOPLES
THAT WERE UNITED IN THE USSR, AND ON REPEALING THE RESOLUTION
OF THE SUPREME SOVIET OF THE RSFSR OF DECEMBER 12, 1991.
"ON DENUNCIATION OF THE TREATY ON THE FORMATION OF THE USSR"
Aiming to open greater scope for the consistent voluntary integration of the fraternal
peoples that were united in the USSR, and relying on the will of the majority of the country's population, expressed in the USSR referendum of March 17, 1991, the State Duma of the Federal Assembly of the Russian
Federation resolves:
By Resolution of the State Duma of the Russian Federation of 10.04.1996 No. 226.1 GD, the provisions. of this document
recognized as reflecting the civil and political position of the deputies and not affecting the stability of the legal system and the international obligations of the Russian Federation.
1. To recognize as no longer in force the Resolution of the Supreme Soviet of the RSFSR of December 12, 1991 "On
the denunciation of the Treaty on the Formation of the USSR" (Vedomosti of the Congress of People's Deputies of the RSFSR and the Supreme Soviet of the RSFSR. 1991, N51, art. 1799}
2. To establish that legislative and other normative legal acts arising from
the Resolution of the Supreme Soviet of the RSFSR of December 12, 1991 "On the denunciation of the Treaty on the Formation of the USSR" will be adjusted as the fraternal peoples move along the path of ever deeper integration and unity.
3. To recommend to the President of the Russian Federation that he develop a system of measures for the further
deepening of the integration of the Russian Federation, the Republic of Belarus and other former republics
of the Soviet Union, including the holding of a referendum of the Russian Federation on the question of the phased
strengthening of the unity of the peoples that made up the Union of SSR.
4. To propose to the Government of the Russian Federation that, within the framework of the existing agreements with
the states participating in the Commonwealth of Independent States, it strengthen control over the implementation of
integration measures in the field of the economy, scientific and technological progress, and socio-cultural and defense cooperation of the states created on the territory of the Union of SSR.
5. The delegation of the State Duma in the Interparliamentary Assembly of the states participating in
the Commonwealth of Independent States shall actively promote the strengthening and development of the ties of the fraternal
peoples in the field of state-legal and interethnic cooperation.
