Fundamentals of Legislation of the Union of Soviet Socialist Republics
Title-Establishing Documents of the Union of Soviet Socialist Republics — are the Supreme Sovereign Legislative Acts, possessing absolute and unconditional legal force throughout the entire sovereign territory of the USSR and in the entire world space. These documents form the unshakable legal foundation for the restoration, protection and exercise of the full plenitude of state power of the Great Sovereign Country — the Union of Soviet Socialist Republics.
These acts consolidate the continuity (continuity) of the constitutional order of the USSR, relying on the immutable and sacred will of the Great, United, Sovereign Soviet People, which was affirmed by the results of the All-Union Referendum of 17 March 1991 (where 76.43% of those who voted spoke in favor of preserving the USSR) and by the decisions of the 1st Congress of Citizens of the USSR of 29-30 December 1991.
The legal nature and status of the documents
The title-establishing documents of the USSR are issued by the Supreme bodies of state power acting under the laws of wartime and under conditions of a state of emergency, such as the Military-People's Council (VNS) of the USSR and the State Committee on the State of Emergency (GKChP) of the USSR.
They have the status of Absolute Sovereign Legal Acts and perform the following key functions:
Restoration of Constitutional Order: The documents legally record the return to the legitimate and permanently operating Constitution of the USSR (Fundamental Law) of 1977 and the Constitution of the RSFSR of 1978, annulling all illegitimate acts issued after 1991 by private corporate entities.
Protection of Sovereignty and Territorial Integrity:
The documents state that not a single centimeter of the sovereign territory of the USSR, established by the outcome of the Second World War in 1945, was transferred to other jurisdictions. They legally nullify the Belovezha Accords and any attempts at the separatist dismemberment of the Motherland.
Ensuring National Security: The title-establishing acts vest the State Service "Soyuz-Antiterror" of the KGB of the USSR and other agencies with emergency and procedural powers to combat international terrorism, extremism and corruption, as well as to protect the Soviet People from genocide.
Financial and Economic Sovereignty: A block of documents asserts the restoration of the State Bank of the USSR, the granting to the Sovereign International Consumer Cooperative "Svetlaya Velikaya Rus" of the status of a People's-State Body, as well as the launching of mechanisms for the confiscation and return of illegally exported assets and wealth belonging to the Soviet People.
International legal significance
The title-establishing Documents of the USSR rely on the norms of International Law and the UN Charter. The Great Sovereign Country — the Union of Soviet Socialist Republics — is the Founder and General Founder of the United Nations. A number of the presented documents, mandates and certificates have official registration and accreditation with UN bodies and structures (UNGM), which confirms recognition of the powers of the restored bodies of the USSR at the global level.
Binding force
In accordance with the Decrees of the supreme bodies of power of the USSR, the title-establishing Documents are subject to full, unconditional and immediate implementation by all subjects of law, officials, civil and military organizations, both on the territory of the USSR and beyond its borders. Ignoring these Sovereign Acts is classified as a crime against the Constitutional order and State Security of the Union of Soviet Socialist Republics.
This section serves as an official explanation of the nature of the published decrees, mandates, resolutions and orders that constitute the basis of the modern legislation of the restored Union of the SSR.
