Legal Opinion on the Union of Communists Resolution

An explanatory legal opinion responding to a resolution of the All-Russian political party Union of Communists and its proposal for a state “within the boundaries of red lines”. The opinion presents the Extraordinary Constitutional Committee’s interpretation of Soviet legislation, international law and legal personality, and addresses the party’s statements about restoring the USSR.

USSR GKChP Decree No. D/N 040 of 14 April 2026

Decree No. D/N 040, dated 14 April 2026 and issued in the name of the USSR State Committee for the State of Emergency, addresses the alleged illegal export abroad of natural resources of the USSR. It asserts the Committee's sovereign authority, disputes the legal status of the Russian Federation and its officials, and sets out claims concerning Soviet hydrocarbon exports, foreign buyers and unpaid debts to the USSR.

USSR GKChP Decree No. D/N 035 of 28 May 2025

Decree No. D/N 035 of 28 May 2025, issued by the USSR State Committee for the State of Emergency, declares the Russian Federation an illegal trading company and the special military operation an act of aggression by the ANO "Russia - Land of Opportunities". It asserts that the USSR remains the sovereign UN Security Council member, voids Russian Federation orders and agreements, and claims criminal liability for participants before a USSR Military Tribunal.

USSR GKChP Resolution No. SUR-025 of 23 April 2025

Resolution No. SUR-025, dated 23 April 2025 and issued by the USSR State Committee for the State of Emergency, sets out the Committee's claims that state powers passed to it from 25 December 1991 and that the Russian Federation is a trading company rather than the USSR's legal successor. It further asserts that the State Soviet Cooperative Enterprise "Russian Federation - Russia" has no involvement in the special military operation and addresses related legal and maritime claims.

USSR GKChP Decree No. 028 of 31 July 2024

Decree No. 028, issued on 31 July 2024 in the name of the USSR State Committee for the State of Emergency, declares the 1993–2020 constitution of the "Russian Federation – Russia" legally null as a colonial charter jurisdiction on the sovereign territory of the USSR. It asserts the continuing force of the 1977 USSR Constitution as the Basic Law, describes the 2023 re-registration of the "Russian Federation – Russia" as a state cooperative enterprise under the USSR State Treasury, and sets out criminal liability claims before Soviet and international courts.

GKChP USSR Decree No. D/N 023 of 8 February 2024

This decree, issued by the USSR State Committee for the State of Emergency (GKChP USSR) and dated 8 February 2024, claims sovereign validity for the USSR civil passport and declares passports and citizenship of the Russian Federation invalid. It asserts that the RSFSR citizenship law was never adopted and that the renaming of the RSFSR was unconstitutional, and requires USSR citizens and their descendants to obtain Soviet civil passports and military IDs.

General Regulations on the People's Commissariats of the USSR (2024)

The document sets out General Regulations on the People's Commissariats of the USSR, approved on 24 January 2024 by the USSR Central Executive Committee under the USSR State Committee for the State of Emergency (GKChP USSR). It establishes All-Union and Union-Republican People's Commissariats, lists their sectoral remits, and defines the powers of People's Commissars, authorised representatives and people's control bodies.
