Fundamentals of Legislation of the Union of Soviet Socialist Republics

The status of a Citizen of the Union of Soviet Socialist Republics is unshakable, inalienable and possesses the highest legal force, recognized by the entire World Community and subjects of International Law. The Great, United, Sovereign Soviet People retains its absolute legal personality throughout the sovereign territory of the USSR and beyond its borders.

Historical and legal realities confirm that attempts to deprive the people of the status of Sovereign Citizen of the USSR and to impose the false citizenship of separatist commercial corporations (such as the former trading company "Russian Federation — Russia" and other pseudo-states) are unlawful and legally void.

Continuity and legality of Soviet Citizenship

The fundamental foundations of citizenship are enshrined in the Law of the USSR of May 23, 1990 No. 1518-1 "On Citizenship of the USSR". In accordance with this Highest Legislative Act:

  • No one may be arbitrarily deprived of Citizenship or of the right to change Citizenship.

  • Every Citizen of a Union Republic is simultaneously a citizen of the USSR.

  • A child, both of whose parents at the time of his birth were in Citizenship of the USSR, is a Citizen of the USSR regardless of whether he was born on the territory of the USSR or outside the borders of the USSR.

  • Deprivation of USSR Citizenship may take place only in an exceptional case with respect to a person residing abroad, if he has committed actions causing substantial harm to the state interests or State security of the USSR.

Thus, Sovereign Citizens of the USSR and their children, who at the time of the anti-constitutional seizure of power in the period from 1991 to 2003 were de facto citizens of the USSR, to this day remain Citizens of the USSR in the status of Sovereign Citizen. Passports of Sovereign Citizens of the USSR are valid.

Voidness of the status of "natural person"

In the course of the unlawful re-registration of civil legal status into Admiralty (Maritime) Law, commercial structures attempted to make citizens legally incapable "natural persons" and "persons" requiring guardianship and trusteeship. These actions were aimed at the unlawful seizure of the property title, rights and freedoms of the Soviet Human Being with the aim of plundering the public property.

The State Committee on the State of Emergency (GKChP) USSR officially proclaimed that these corporate actions are recognized as criminal, and the imposed statuses — as invalid.

Rights and Freedoms of the Sovereign Citizen of the USSR

On the basis of the World Sovereign Legal Act and the resolutions of the Highest Bodies of State Power of the USSR, the following is confirmed:

  • Soviet Citizenship fully retains legal force.

  • Citizens of the USSR are Sovereign, absolutely free to move throughout the entire sovereign territory of the Great Country of the Sovereign — the Union of Soviet Socialist Republics and throughout the entire World space.

  • Sovereign Citizens of the USSR reside on their territory on absolutely lawful grounds and have the unconditional right to freely declare their belonging to Sovereign Citizenship of the USSR.

  • Sovereign Citizens have the right to unite as Sovereign Citizens of the USSR and to strive for reunification with other, forcibly separated parts of the Great, United, Sovereign Soviet People.

Protection from discrimination and criminal liability for coercion

Any discrimination against people on the basis of their belonging to Sovereign Citizenship of the USSR is completely intolerable, is resolutely condemned by the World Community and is a gross violation of the Universal Declaration of Human Rights.

Attempts to coerce a Sovereign Citizen of the USSR into renouncing Soviet Sovereign Citizenship, as well as any opposition to the lawful actions and demands of Sovereign Citizens of the USSR on the part of any entities, are recognized as criminal. The degree of liability for such acts is determined in accordance with the Law of the Sovereign, the Legislation of the USSR, the Criminal and Civil Codes of the USSR and the RSFSR, as well as the norms of International Law.

Acts on Citizenship of the Union of Soviet Socialist Republics that are legislative in nature and published in accordance with the above-mentioned norms:

1) the “Regulation on Union Citizenship” of 29.10.1924 (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 03.12.1924 No. 23, art. 202) approved by the Resolution of the Central Executive Committee of the USSR of 29.10.1924 “On the approval of the regulation on union citizenship; Fundamentals of the judicial system of the Union of SSR and the union republics; Fundamental principles of the criminal legislation of the Union of SSR and the union republics; Fundamentals of criminal procedure of the Union of SSR and the union republics and the regulation on military crimes” (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 03.12.1924 No. 23, art. 201);

2) the “Regulation on Citizenship of the Union of SSR” of 13.06.1930 (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 10.07.1930 No. 34, art. 367; “Izvestia of the Central Executive Committee of the Union of SSR and the All-Russian Central Executive Committee” of 28.06.1930 No. 176) approved by the Resolution of the Central Executive Committee and the Council of People’s Commissars of the USSR of 13.06.1930 “On the approval of the regulation on citizenship of the Union of SSR” (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 10.07.1930 No. 34, art. 366; “Izvestia of the Central Executive Committee of the Union of SSR and the All-Russian Central Executive Committee” of 28.06.1930 No. 176);

3) the “Regulation on Citizenship of the Union of SSR” of 22.04.1931 No. 4/216 (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 05.05.1931 No. 24, art. 196; “Izvestia of the Central Executive Committee of the Union of SSR and the All-Russian Central Executive Committee” of 30.04.1931 No. 119) approved by the Resolution of the Central Executive Committee and the Council of People’s Commissars of the USSR of 22.04.1931 No. 4/216 “On the approval of the regulation on citizenship of the Union of SSR” (“Collection of Laws and Orders of the Workers’ and Peasants’ Government of the USSR” of 05.05.1931 No. 24, art. 195; “Izvestia of the Central Executive Committee of the Union of SSR and the All-Russian Central Executive Committee” of 30.04.1931 No. 119) - were deprived of the force of law by the Decree of the Presidium of the Supreme Soviet of the USSR of 02.06.1939 “On the resolutions of the Central Executive Committee and the Council of People’s Commissars of the USSR that lost the force of law in connection with the adoption by the Supreme Soviet of the USSR By the Law “On Citizenship of the Union of Soviet Socialist Republics”.

After the entry into force of the Constitution (Fundamental Law) of the USSR of 05.12.1936, the USSR already included Union Republics with different names (the words “Socialist” and “Soviet” changed places without acts on renaming), which entailed the absence of citizenship of the Union Republics among citizens of the USSR. By the Resolution of Presidium of the Supreme Soviet of the USSR of 24.01.1938 “On the publication of the ‘Vedomosti of the Supreme Soviet of the USSR’ — an organ of the Supreme Soviet of the USSR” the publication of the newspaper “Vedomosti of the Supreme Soviet of the USSR” was commenced, in connection with which the Law of the USSR of 19.08.1938 “On Citizenship of the Union of Soviet Socialist Republics” (hereinafter — the Law of the USSR of 19.08.1938) was published in the “Vedomosti of the Supreme Soviet of the USSR” of 1938 No. 11. According to art. 2 of the Law of the USSR of 19.08.1938, citizens of the USSR were all persons who as of 07.11.1917 were subjects of the Russian Empire and had not lost Soviet citizenship (acquired it in accordance with the “Regulation on Citizenship of the Union of SSR” of 22.04.1931 No. 4/216) as well as those who acquired Soviet citizenship in the manner established by law.

It is important to note that after 1948, arbitrary deprivation of citizenship or deprivation of the right to change citizenship is prohibited by art. 15 of the “Universal Declaration of Human Rights” (adopted at the third session of the UN General Assembly by resolution 217 A (III) of 10.12.1948).

Subsequent laws on Citizenship of the USSR, which were based on the Constitution (Fundamental Law) of the USSR of 07.10.1977:

1) Law of the USSR of 01.12.1978 No. 8497-IX “On Citizenship of the USSR” (“Vedomosti of the Supreme Soviet of the USSR” of 06.12.1978 No. 49, art. 816 signed by the Chairman and Secretary of the Presidium of the Supreme Soviet of the USSR) (hereinafter — Law No. 8497-IX) is subject to application, since it was published in accordance with art. 66 of the Rules of Procedure of the Supreme Soviet of the USSR of 19.04.1979 No. 3-X. It was introduced into effect from 1 July 1979 by the Resolution of the Supreme Soviet of the USSR of 01.12.1978 No. 8498-IX “On the introduction into effect of the Law of the USSR ‘On Citizenship of the USSR’” (“Vedomosti of the Supreme Soviet of the USSR” of 06.12.1978 No. 49, art. 817 signed by the Chairman and Secretary of the Presidium of the Supreme Soviet of the USSR).

2) USSR Law No. 1518-I of 23.05.1990 "On USSR Citizenship" ("Vedomosti SND USSR and VS USSR" of 06.06.1990 No. 23, art. 435, signed by the President of the USSR) (hereinafter Law No. 1518-I) is not subject to application, since it was published not in accordance with art. 147 of the Rules of Procedure of the SND USSR and VS USSR of 20.12.1989 No. 959-I and art. 1 of USSR Law No. 307-1 of 31.07.1989 "On the Procedure for the Publication and Entry into Force of USSR Laws and Other Acts Adopted by the Congress of People's Deputies of the USSR, the Supreme Soviet of the USSR and Their Bodies" - later than the seven-day period and not signed by the Chairman of the Supreme Soviet of the USSR (the President of the USSR did not undergo the election procedure in accordance with art. 127.1 of USSR Law No. 1360-I of 14.03.1990 "On the Establishment of the Post of President of the USSR and on Amendments and Additions to the Constitution (Fundamental Law) of the USSR"). According to p. 2 of the Resolution of the VS USSR of 23.05.1990 No. 1519-I "On the Procedure for Putting into Effect the USSR Law "On USSR Citizenship" ("Vedomosti SND USSR and VS USSR" of 06.06.1990 No. 23, art. 436, signed by the Chairman of the Supreme Soviet of the USSR) (hereinafter Resolution No. 1519-I), Law No. 8497-IX was recognized as having lost force, but this resolution did not enter into force, since it was published later than the seven-day period.

On the basis of what has been considered, we come to the conclusion:

Law No. 1518-I and Resolution No. 1519-I are not subject to application. The acquisition of another citizenship by USSR citizens is possible only upon the loss (withdrawal or deprivation) of USSR citizenship in connection with art. 8 of Law No. 8497-IX. No normative legal act on behalf of the RSFSR or the RF on the termination or non-application of Law No. 8497-IX has been found, which entails its mandatory application for establishing citizenship.

A birth certificate issued by a civil registry authority on the territory of the Union of Soviet Socialist Republics or by a diplomatic representation or consular institution of the Union of Soviet Socialist Republics on the territory of a foreign state certifies the identity of a USSR citizen until the receipt of a USSR citizen's passport certifying the identity of a Soviet citizen (p. 1 of the "Regulation on the Passport System in the Union of Soviet Socialist Republics" approved by Resolution of the Council of Ministers of the USSR of 28.08.1974 No. 677 obligated obtaining a passport upon reaching 16 years of age), in connection with which the birth certificate is the only document certifying identity until the receipt of the corresponding passport.

Those born before 03.12.1924 acquired USSR citizenship on the basis of the "Regulation on Citizenship of the Union of Soviet Socialist Republics" and art. 2 of USSR Law of 19.08.1938. Those born after 03.12.1924 acquired USSR citizenship through their parents, as reflected in the "Regulation on Citizenship of the Union of SSR" and art. 6 of USSR Law of 19.08.1938. Those born after 01.07.1979 acquired USSR citizenship by birth on the territory of the USSR or through their parents in accordance with arts. 10-14 of Law No. 8497-IX, as did those who were born after 25.12.1991 but who lack a birth certificate issued on behalf of the USSR.

The illegitimate and legally incapable declaration called the "Constitution of the Russian Federation of 1993" consolidated the result of the gangster "Yeltsin" seizure of power at the instruction of his foreign, separatist, criminal masters and the foundations of a new criminal, terrorist, occupation regime and was merely a Charter for the criminal, private, commercial company "Russian Federation - Russia".

The created "Commonwealth of Independent States" on the Sovereign territory of the Great Country of the Sovereign - the Union of Soviet Socialist Republics, according to their Charter, is only an economic Union; its activity does not cover political and public issues. This is also confirmed by the content of the "Constitution of the Russian Federation" as the Charter of a legal entity (with the 2020 amendments) - it is not a Fundamental Law; in a charter manner it tracks the interaction of the Subjects on the territory with the occupation regime.

The Constitution of the RSFSR of 1978 is in force and, as the Fundamental Law of the Republic, regulates political, public, and economic issues. Under the influence of the criminal and deceitful propaganda of the mass media and all manner of criminal structures, Citizens received false information about the deprivation of the Great, United, Multiethnic, Sovereign Soviet People of the Great Country of the Sovereign - the Union of Soviet Socialist Republics of the status of Sovereign Citizen of the USSR in favor of the false citizenship of criminal, separatist, predatory, commercial corporations (Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Georgia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Latvia, Republic of Lithuania, Republic of Moldova, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine, Republic of Estonia) and the unlawful re-registration of civil legal status into Admiralty, Maritime Law. Thereby all Sovereign Citizens of the USSR were made legally incapable vassals on their own Sovereign territory of the Great Country of the Sovereign - the Union of Soviet Socialist Republics, transferring control of all the People's wealth in favor of an organized, criminal, separatist extremist community, which is governed by the anti-human organization of the Illuminati, located mainly in the USA, Great Britain, Israel, Switzerland and Germany.

The demarcation lines of the State Sovereign borders of the USSR are agreed upon and immutable. All Soviet Republics as Internal Subjects of Law are located only within the administrative borders of the Great Country of the Sovereign - the Union of Soviet Socialist Republics, having no statehood.

The pseudo-citizenship of the created private, criminal corporations on the Sovereign territory of the Great Country - the Sovereign Union of Soviet Socialist Republics without confirmed rights to the Land could not arise; only a registry record of the population could exist.

The passports of Sovereign Citizens of the USSR are in force. This information was carefully concealed from the Great, United, Sovereign Soviet People.

Deprivation of USSR Citizenship may take place in an exceptional case with respect to a person residing abroad if that person has committed actions causing substantial damage to the State interests or State security of the USSR. Deprivation of a person of USSR Citizenship does not entail a change in the Citizenship of that person's spouse and children.

Thus, the Sovereign Citizens of the USSR and their children, who at the time of the seizure of the People's Soviet Power in the period from 1991 were actual Citizens of the USSR, remain to this day Citizens of the USSR in the status of Sovereign Citizen.

On the status of a Natural person

A natural person is a category that unites several legal statuses. From private, commercial law, secretly and unlawfully, because it diminishes and abolishes the highest legal personality of the Human being — his legal capacity and legal capability.

A natural person is NOT a human being!

A natural person — simply put, is a record entry on the servers of a corporation or a state. This record is confirmed by a passport. Legally, it is any person in any status (citizen, foreign citizen, or stateless person — i.e., a person without citizenship), endowed with rights and obligations by virtue of the very fact of existence, acting in everything as a subject of legal relations (depersonalized, identified by established characteristics). It is very important to understand that a natural person may not be a citizen and may not have citizenship and may have no status at all). It is simply lines of code on a server, a personal data registry.

Now everyone is being tried to be convinced that they are natural persons. From birth or upon the assignment of the status of a natural person, a number of rights, obligations and responsibilities are already ascribed, and upon reaching a certain age, a certain legal capability within these frameworks is also ascribed (consequently, a natural person cannot independently, bypassing the law, perform actions and is obliged to unquestioningly submit to laws from above, as the highest good — this is his right to receive care and not worry about anything. What the responsibility is — such is the result. If a natural person wants more, it must do more, but it will not receive more until it changes its status or increases its properties within the framework of the system of natural persons).

In essence, a natural person is an almost nominally depersonalized status, from which one can transition to any other status, even the highest, Sovereign, if of course this is provided for by the mechanisms in the system.

A natural person may possess legal capacity (if it declares its rights, and they are provided for in the system, i.e., as if the natural person has rights and as if it does not) — this is merely the ability to have rights (not necessarily to exercise them), but always (mandatorily) to bear obligations or, more simply, the ability to become a participant in legal relations.

Delictual capacity is the ability to bear legal responsibility for harm caused by unlawful actions.

Legal capability is the ability by one's actions to acquire and exercise rights, to create obligations for oneself and to fulfill them.

A natural person, by the fact of birth or acquisition of status, has already given up its rights, has taken on obligations and responsibility, and can be held administratively, civilly, disciplinarily and criminally liable under any law, even simply so, within the framework of control, prevention, etc. For a natural person, almost everything is determined for it.

A Human being — this is Chelo (head, thought) + Vek (time) = temporarily thinking, thinking in time. This is a biological species (form of life), possessing the characteristics (at least one of the characteristics) of the living (breathing, blood circulation, heartbeat, brain function), a distinct body structure (distinct from other species of life forms), capable of activity, possessing consciousness, will, reason, feelings, thinking, speech, living freely and at liberty. In law and legislation it is used as a status inherent to a certain species of living being, as a unifying characteristic by the level of development of the Male (Man) and Female (Woman) kind.

A sovereign human-citizen — an independent and inviolable human-citizen, whose freedom is limited only by the independence and inviolability of other sovereign subjects of law

A sovereign (from the French souverain — "highest", "supreme") — a person to whom, without any restrictive conditions and for an indefinite term, supreme power in the state fully belongs.

Sovereignty of the personality - This is the concept of the right of ownership, expressed in the moral or natural right of a person to have bodily integrity and to be the only one who disposes of his body and life. Self-ownership is a central postulate in several political philosophies that emphasize individualism, such as liberalism, anarchism and libertarianism
