On the conscription of USSR citizens liable for military service into military service under the laws of War and wartime into the ranks of the Red Banner Soviet Cossack Host on the territory of the USSR
In pursuance of: — the Supreme law of direct effect – the Constitution of the Union of Soviet Socialist Republics in the versions: 1977.10.07,1981.06.24,1988.12.01,1989.12.20,1989.12.23,1990.03.14,1990.12.26); – the Constitution of the Russian Socialist Federative Soviet Republic (1918: 1918.07.10), (1925: 1925.05.11), as well as the Constitution of the Russian Soviet Federative Socialist Republic (1937: 1937.01.21), (1978: 1978.04.12, 1989.10.27, 1990.05.31, 1990.06.16, 1990.12.15, 1991.05.24, 1991.11.01),
— the Results of the All-Union referendum on the preservation of the USSR of 17 March 1991, which directly prohibited withdrawal from the USSR, announced by the Resolution of the Supreme Soviet of the USSR of 21 March 1991 No. 2041-I «On the results of the USSR referendum of 17 March 1991»)
I ORDER:
1. To begin the conscription of citizens of the USSR liable for military service who are Sovereign citizens into volunteer and military service in the ranks of the Red Banner Soviet Cossack Host throughout the entire Sovereign territory of the USSR, from the moment of the signing of this Order.
2. To create locally, in all populated areas that are Subjects of law of the RSFSR within the USSR and of other Union republics, temporary conscription points for the acceptance of applications for military service in the ranks of the Red Banner Soviet Cossack Host from citizens of the USSR liable for military service who are Sovereign citizens.
3. To create the structure and staffing schedule of the temporary conscription points of the Red Banner Soviet Cossack Host.
4. To create a document-flow regulation for the proper processing of citizens of the USSR liable for military service for military service at the temporary conscription points in strict accordance with the Regulation on military service in the Red Banner Soviet Cossack Host.
5. To appoint, in accordance with the staffing schedule, officials to carry out actions for the conscription and processing for military service of citizens of the USSR liable for military service into the ranks of the Red Banner Soviet Cossack Host.
6. To ensure the delivery of recruits to the places of deployment of the regional Cossack hosts of the Red Banner Soviet Cossack Host with subsequent quartering, placement on allowances and uniform provision of the person liable for military service.
7. To notify all commercial structures (the sham military commissariats of the former trading company of the Russian Federation) of the entry into lawful force of this Order. In cases of opposition on the part of officials of the commercial structures (military commissariats) of the former trading company of the Russian Federation locally, to the conscription of citizens of the USSR liable for military service into military service in the ranks of the Red Banner Soviet Cossack Host, the authorized military Commissars are tasked with drawing up a protocol of opposition against those calling themselves citizens of the Russian Federation – who are in the service of the occupation regime, in the proper manner, with transmission to the Military Tribunal of the Special presence of the Union of Soviet Socialist Republics for the initiation of a criminal case under Article 64 of the Criminal Code of the USSR «Treason against the Motherland» under the law of wartime, Special regime, with all the consequences.
8. To bring this Order to the attention of the entire population and the personnel of the Military districts and garrisons of the RSFSR within the USSR and of other Union republics, by all available means of all mass media.
9. I assign supervision over the execution of this Order to the acting State Defense Committee of the USSR, the special department of the GPU of the USSR «SMERSH» and the bodies of Military Justice of the USSR.
10. I reserve control over the execution of this Order to myself.
11. This Order enters into force from the moment of its signing.
