The Central Executive Committee of the Union of Soviet Socialist Republics (CEC of the USSR), as the Supreme Central Body of State Executive Power of the Great Sovereign Country – the Union of Soviet Socialist Republics,
Resolves:
On the basis of Sovereign Decree of the GKChP USSR No. D/N – 005 of 21.06.2023 "On the formation and restoration of military units, Cossack military formations, military districts, border Commissars of the KGB of the USSR, operational management units and staffs under the conditions of the Special Regime and Martial Law on the Sovereign Territory of the USSR", in pursuance of Resolution of the Central Council of the State Service Union Antiterror of the KGB of the USSR No. 8/16 item 2 of 16.11.2014, on the basis of Regulation No. 13/4 of: 15.01.2015 of the "KA" Directorate of the State Service Union Antiterror (GSSA KGB USSR), to unite into the "KA" Directorate all the Cossackdom in the USSR and all its Subjects of Law on the Sovereign Territory of the USSR.
The falsified "Decree" of the sham president of the former foreign trading company "Russian Federation – Russia", currently the Soviet State Cooperative Enterprise Russian Federation — Russia, of March 31, 2024 No. 222 "On the conscription of pseudo-citizens of the Russian Federation for military service", is criminal, contradicts the Sovereign Legislation of the USSR, including the corporate charter Constitution of the Russian Federation, in view of the absence and non-creation under the private "federal" law of the "Armed Forces of the Russian Federation - Russia", which did not receive proper publication in the official press, after which conscription for service in the "Armed Forces of the Russian Federation - Russia" is criminal military mercenarism under contract in a private foreign military company conducting military, criminal, terrorist activity against the Great Sovereign Country - the Union of Soviet Socialist Republics on the Sovereign Territory of the USSR, committing acts of radical terrorism against the Sovereign Citizens of the USSR, the Great Sovereign Soviet People, the Victor in the Great Patriotic War (1941-1945). The illegal demand to take an oath by the former foreign trading company "Russian Federation – Russia" is considered and recognized as criminal activity and coercion to mercenarism on the part of acting officials who have criminally and illegally assumed the functions of representatives of the State military bodies of the Great Sovereign Country - the Union of Soviet Socialist Republics, which is punishable under the Sovereign Laws of the USSR of wartime as a committed military and State crime.
In the current political situation, on the basis of Decree of the GKChP USSR No. D/N – 005 of 21.06.2023, by this Resolution special tactical military units are mobilized, created, reorganized and formed.
On the basis of Order of the GKChP USSR No. - P/05 of 21.06.2023, Order of the GKChP USSR No. - P/06 of 21.06.2023 and Resolution of the Central Council of the State Service Union Antiterror of the KGB of the USSR No. 8/16 item 2 of 16.11.2014, servicemen of the Red Banner Soviet Cossack Host (KSKV) and other Cossack formations are united into the "KA" Directorate within the State Service Union - Antiterror of the KGB of the USSR (GSSA KGB USSR).

are part of the United Cossack Host of the "KA" Directorate, within the State Service Union - Anti-Terror of the KGB of the USSR, which performs the function of the State Security Committee of the USSR with expanded powers, in accordance with Decree No. 13/11 of the Military - People's Council of the USSR (VNS USSR) of 25.02.2014 and the Order of the VNS USSR of 27.02.2014, is a State International Organization for countering and preventing terrorism, extremism and corruption, accredited at the General Secretariat of the United Nations (UN) and its 26 Committees (UN ID 629055) as the State Service of the Great Sovereign Country – the Union of Soviet Socialist Republics with the right to conduct unilateral counter-terrorism operations throughout the Entire World Space, assist law enforcement bodies (People's Militia), and are part of the operational group of the border troops of the KGB of the USSR.
The United Soviet Cossack Host (within the framework of its statutory activities) is a host unit of the "KA" Directorate within the State Service Union - Anti-Terror of the KGB of the USSR and the Supreme Headquarters, with its Operational Directorate of the General Staff, the People's Commissar of Defence and the Council of People's Commissars of the USSR (SNK USSR), with the official powers of the Border Commissioner of the operational group of the border troops of the KGB of the USSR, at military unit No. V/Ch 2382 of the operational group of the border troops of the KGB of the USSR, directly subordinate to the Chairman of the State Defence Committee of the USSR, in whose exclusive jurisdiction are the border troops of the KGB of the USSR and the "KA" Directorate.
In conditions of Wartime, for a transitional period of 7 (seven) years in the military districts on the Sovereign Territory of the USSR, taking into account the geopolitical situation of modern realities, as well as the bodies of the executive State military-civil administration as the Soviet power of the USSR for ensuring the Emergency Right regime and the Military-Field Cossack committees, as a border Emergency district and Cossack district, entering into the title of co-owner and defender of the Sovereign Territory of the USSR of the Great Sovereign Country - the Union of Soviet Socialist Republics, as the heiress of the Russian Land, which according to the KONs of Creation is recognized as Union All-State All-People's property, the Red Cossackdom as the United Soviet Cossack Host (OSKV), including registered Cossack societies, performs functions in accordance with the Regulation of the "KA" Directorate within the State Service Union Anti-Terror of the KGB of the USSR.
This Decree instructs the Red Cossackdom as a State reserve, the United Soviet Cossack Host, in its military districts, in places of compact residence of Cossack settlements, to name in the wording of their Charters, on the basis of Decree of the GKChP USSR No. D/N – 005 of 21.06.2023, the formation of Border Districts, as the Border Commissioner of the USSR, acting in defence of the Border and administrative districts, regions, autonomies, all Special zones and carrying out the protection of the State Sovereign border of the USSR as a whole, who are to report to mobilization points or upon call-up in their stanitsas, districts, okrugs, autonomies or by direct order of their Cossack senior officer ranks who have not changed the State oath of the USSR and to stand in defence of the frontiers of their Great Motherland the Sovereign Country - the Union of Soviet Socialist Republics.
The Red Cossackdom, as the United Soviet Cossack Host on the entire Sovereign Territory of the USSR, has the right to place the Cossack Government for a transitional period of 7 (seven) years of the Border Districts and zones entrusted to them, as self-governing Soviet Sovereign Territories under the Central Executive Committee of the USSR of the Council of People's Commissars and the State Defence Committee of the USSR, as Cossacks in evacuation, as the Cossack State attestation reserve (rear) and field government of the Cossack formations of the Border Districts entrusted to them, in which the administration of the Territories, Lands and property is carried out exclusively through the Military-administrative bodies of the USSR, Border Commissioners as People's Commissars of the USSR and Commandants of the USSR, which do not pass, are not transferred into the jurisdiction of the Union Republics and Autonomies of the USSR, strictly observing Constitutional norms and Sovereign Soviet Legislation, and are always under the control and administration of the Soviet military authorities, the Main Political Directorate of the USSR, controlled by the Emergency Constitutional Committee of the USSR (ChKK USSR) under the GKChP USSR.
The state lands of Cossack settlements as military Border formations, as users and co-heirs of the Russian Land, are subject to Soviet nationalization for unlawful actions involving the privatization of the former foreign trading company "Russian Federation – Russia", currently the Soviet State Cooperative Enterprise Russian Federation — Russia; in further activity involving the provision of the "Rope-by-Rope Book" as State Acts of gratuitous allocation of land use of State Land by Soviet Executive Committees, it is recognized as property found by the Soviet authorities, is considered escheated, ceded property — the exclusive State All-People's property of the Great Sovereign Country — the Union of Soviet Socialist Republics.
With respect to persons and Subjects who have violated or do not recognize this Sovereign Decree, the rules, customs, laws and ordinances of the volunteer armed Cossack forces of the power of the Soviets apply and are applied as to enemies and traitors of the Soviet People and betrayers of the Motherland, subject to sentencing in a special procedure by a Cossack court, circle and assembly under the Laws of Wartime, are considered to have been carried out by field courts of the Military Tribunal, by units and subunits of the Chervonnoye Cossackdom as the United Soviet Cossack Host, or the Sovereign Laws of the USSR of Wartime apply, are subject to application and execution under the regime of a State of Emergency in rebellious territories, the decrees and sentences of Military Field Courts of the Soviet Army and of the Assembly Composition of the Special Conference of the special presence of the Military Tribunal of the Supreme Court of the USSR, and also the Acts and Orders of the Border Commissioner and Commandant of the USSR are executed.
A Cossack of the United Soviet Cossack Host, as a serviceman and person liable for military service who has confirmed loyalty to the Soviet Motherland, having taken the Sacred vow or oath to the Great Sovereign Soviet People of the Great Sovereign Country — the Union of Soviet Socialist Republics, called up for active military service in the ranks of the United Soviet Cossack Host as the Armed Forces of the USSR, in order to confirm his honor and dignity as a free and unrestrained Cossack, is obliged to recognize Secular Constitutional Rights and duties, where as a Cossack he is part of the attached volunteer forces of the People's Militia under the MVD of the USSR and is in military service in the USSR or, as a free-hire volunteer, is part of the staff composition of the separate subunits of the "KA Directorate" of the KGB of the USSR under military unit No. 2382 of the KGB of the USSR of the Southern Naval Operational Command District, as attached forces of the Red Banner Soviet Cossack Host under the KGB of the USSR, military unit No. K-9282.
A lawful State military formation, in the course of carrying out and participating in special military activity of the USSR, has the right to revoke and annul all previous acts, decisions and other matters in relation to unlawful, illegal norms and actions of private statutory illegal constitutions and any void private acts of temporary entities, foreign companies, collaborators and other statutory jurisdictions on the Sovereign Territory of the USSR, of the regional Republics of the USSR as internal Subjects of Law of the Great Sovereign Country — the Union of Soviet Socialist Republics and beyond its borders, and its decisions are legally binding acts for the highest state, private federal and local bodies of the former foreign trading company "Russian Federation – Russia" and other statutory trading commercial jurisdictions on the Sovereign Territory of the USSR and beyond its borders as mandatory for execution normative and operative Acts included in their Legal Systems and the codes of International Law.
This Decree enters into Lawful Force from the moment of its signing.
