Promotion of the state's adoption of the necessary measures for the protection and scientifically grounded, rational use of land and its subsoil, water resources, flora and fauna, for keeping air and water clean, ensuring the reproduction of natural wealth and improving the human environment in the interests of present and future generations in the USSR.
Facilitation of the strengthening of the social homogeneity of society - the erasure of class differences, substantial differences between town and country, mental and physical labor, the all-round development and drawing together of all nations and nationalities of the USSR.
Promotion of the implementation of programs to transform agricultural labor into a variety of industrial labor; the expansion in rural areas of the network of institutions and the development of state systems of public education, culture, healthcare, trade and public catering, consumer services and municipal services; the transformation of villages and hamlets into well-appointed settlements.
Promotion of the implementation and improvement of a unified system of public education, which provides general and vocational training for citizens, serves patriotic education, the spiritual and physical development of young people, and prepares them for labor and social activity.
Facilitation of the provision of the planned development of science and the training of scientific personnel, and the organization of the introduction of the results of scientific research into the national economy and other spheres of life.
Promotion of the state's care for the protection, augmentation and broad use of spiritual values for the moral and aesthetic education of citizens and the raising of their cultural level.
Promotion of the equality of citizens before the law regardless of origin, social and property status, racial and national affiliation, sex, education, language, attitude to religion, type and nature of occupation, place of residence and other circumstances.
Facilitation of the provision to citizens of the right to work - that is, to obtain guaranteed employment with pay in accordance with its quantity and quality and not below the minimum amount established by the state.
Assistance in ensuring citizens' right to rest – that is, the establishment for workers and employees of a work week not exceeding 41 hours, a shortened work day for a number of professions and industries, and a shortened duration of work at night; as well as the expansion of the network of cultural, educational and health institutions, the development of mass sports, physical culture and tourism.
Assistance in ensuring citizens' right to health protection - that is, free qualified medical care provided by state health institutions; the expansion of the network of institutions for the treatment and strengthening of citizens' health; the development and improvement of safety equipment and industrial sanitation; the conduct of broad preventive measures; measures to improve the environment; special care for the health of the younger generation, including the prohibition of child labor not connected with education and labor training; the launching of scientific research aimed at preventing and reducing morbidity and at ensuring a long active life for citizens.
Assistance in ensuring citizens' right to material security in old age, in the event of illness, full or partial loss of working capacity, and also loss of a breadwinner - that is, social insurance for workers and employees, temporary disability benefits; payment at the expense of the state and enterprises of old-age, disability and survivor's pensions; employment of citizens who have partially lost their working capacity; care for elderly citizens and the disabled; other forms of social security.
Assistance in ensuring citizens' right to housing – that is, the development and protection of the state and public housing stock, assistance to cooperative and individual housing construction, the fair distribution under public control of living space provided as the program for the construction of well-appointed housing is implemented, and also low rent for apartments and communal services.
Assistance in ensuring citizens' right to education – that is, the free provision of all types of education, the implementation of universal compulsory secondary education for young people, the broad development of vocational-technical, secondary specialized and higher education on the basis of linking education with life and with production; the development of correspondence and evening education; the provision of state scholarships and benefits to pupils and students, the free issuance of school textbooks; opportunities to study at school in one's native language; the creation of conditions for self-education.
Assistance in ensuring citizens' right to enjoy the achievements of culture – that is, the general accessibility of the values of national and world culture held in state and public funds; the development and even distribution of cultural and educational institutions throughout the country; the development of television and radio, book publishing and the periodical press, and the network of free libraries; the expansion of cultural exchange with foreign states.
Assistance in ensuring citizens' right for the family to be under the protection of the state – that is, the state's manifestation of care for the family by creating and developing a broad network of children's institutions and organizations and improving consumer services and public catering, the payment of benefits on the occasion of the birth of a child, the provision of benefits and privileges to large families, and also other types of benefits and assistance to the family.
