Resolution No. SUR 032 of 16 September 2026 opposes changing the name of the Union of Soviet Socialist Republics. The document sets out the issuing bodies’ interpretation of the formation of the Soviet state and the 1977 USSR Constitution, and explains their position on proposed alternative names and the legal status of public organisations and movements.
