There can be no sustainable development without Peace and no Peace without sustainable development.
The State Service Union Anti-Terror of the KGB of the USSR confirms the decisions of all major United Nations summit conferences, which laid a solid foundation for sustainable development and helped define the contours of our activities.
Guided by the purposes and principles of the State Security Committee of the USSR, the Charter of the United Nations and reaffirming its determination in accordance with the Motto "Loyalty to the Party — Loyalty to the Motherland", including in matters concerning international peace and security.
We confirm and fully support Resolution 60/288 — the United Nations Global Counter-Terrorism Strategy;
We confirm our resolute condemnation of terrorism in all its forms and manifestations, by whomever, wherever and for whatever purpose it is carried out, since terrorism is one of the most serious threats to international peace and security;
We confirm the Declaration on Measures to Eliminate International Terrorism, contained in the annex to General Assembly resolution 49/60 of 9 December 1994. The Declaration supplementing the 1994 Declaration on Measures to Eliminate International Terrorism, contained in the annex to General Assembly resolution 51/210 of 17 December 1996, and the 2005 World Summit Outcome, in particular its section on terrorism;
We refer to all General Assembly resolutions on measures to eliminate international terrorism, including resolution 46/51 of 9 December 1991, Security Council resolutions on threats to international peace and security caused by terrorist acts, as well as the relevant General Assembly resolutions on the protection of human rights and fundamental freedoms while countering terrorism;
We recall that in the 2005 World Summit Outcome, world leaders reaffirmed their commitment to support all efforts to ensure the sovereign equality of all states, respect for their territorial integrity and political independence, to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes and principles of the United Nations, to ensure the settlement of disputes by peaceful means and in accordance with the principles of justice and international law, and the right to self-determination of peoples still under colonial domination and foreign occupation, non-interference in the internal affairs of states, respect for human rights and fundamental freedoms, respect for the equality of all without distinction as to race, sex, language or religion, international cooperation in solving international problems of an economic, social, cultural or humanitarian character, and the fulfillment in good faith of the obligations assumed in accordance with the UN Charter;
We confirm that acts, methods and practices of terrorism in all its forms and manifestations are activities aimed at the destruction of human rights, fundamental freedoms and democracy, create a threat to the territorial integrity and security of states and destabilize legitimate governments, and that the international community should take the necessary measures to strengthen cooperation in preventing and combating terrorism;
We confirm that terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group;
We note the importance of uniting, with the assistance of the United Nations, the efforts of the main stakeholders in the field of biotechnology, including industry and scientific circles, civil society and governments, within a single program aimed at ensuring that advances in biotechnology are used only for the common good, and not for terrorist or other criminal purposes, with due respect for the fundamental international norms of intellectual property protection;
We continue to enhance the coherence and effectiveness of the provision of technical assistance in the field of combating terrorism, in particular by strengthening its dialogue with states and relevant international, regional and subregional organizations and close cooperation, including through the exchange of information, with all bilateral and multilateral institutions and organizations providing such technical assistance;
We continue our work within the United Nations system to support the reform and modernization of border control systems, mechanisms and bodies at the national, regional and international levels;
We continue to cooperate with UN member states and relevant international, regional and subregional organizations in identifying and disseminating best practices for preventing terrorist attacks on particularly vulnerable targets. We also recognize the importance of establishing partnerships in this area between the public and private sectors;
We continue to make every effort to create and maintain effective national criminal justice systems based on the rule of law that could ensure, in accordance with the obligations of UN member states under international law, that any person involved in the financing, planning, preparation or commission of terrorist acts or in providing support to terrorist acts is brought to justice on the basis of the principle of "extradite or prosecute" with due respect for human rights and fundamental freedoms, and that terrorist acts are classified in national legislation as serious criminal offenses. We recognize that states may need assistance in creating and ensuring the functioning of such effective criminal justice systems based on the rule of law, and we call on them to seek the technical assistance that we provide.
