Law No. 1409-I of 3 April 1990 sets out the procedure for a Union republic’s secession from the USSR. Its 20 articles address referendums, the rights of autonomous territories and national groups, a transitional period, property and financial settlements, citizenship and the final decision of the USSR Congress of People’s Deputies.
