Conclusion of the Constitutional Court of the Russian Federation of 21.09.1993 No. 3-2
On September 21, 1993, the Constitutional Court recognized Decree No. 1400 as not conforming to the Constitution of the USSR, qualified the decision of the President of the Russian Federation, B.N. Yeltsin, of September 21, 1993, as anti-constitutional, entailing a coup d'état, and by its decision (still in force) removed B.N. Yeltsin from the office of President.
In violation of the decisions of the Constitutional Court, the Presidium of the Supreme Soviet and the 10th Extraordinary (Special) Congress of People's Deputies, a bandit armed group, under the control of the CIA, MI6, Mossad and which seized power in the RSFSR headed by Yeltsin B.N., committed mass murders and the shooting of Soviet Citizens in October 1993 at Ostankino and in the House of Soviets in the city of Moscow, and also committed the armed forcible dispersal of the Congress of People's Deputies and the Supreme Soviet of the Russian Federation.
Foreign corporatocrats and the national traitors, terrorists and separatists serving them were able to begin the open mass plunder of the wealth of the Great, United, Sovereign Soviet People and the Great Country - the Sovereign USSR, the systematic destruction of the mechanisms of socio-economic development, the annihilation of the highest achievements of the Soviet System and the Sovereign Soviet People in all spheres of life, and the creation of instruments of forcible and criminal governance in all the Republics of the USSR, with the aim of reducing their economies to the periphery of the world market as its colonial "raw-material appendage".
On October 15, 1993, bypassing the provision that the new Constitution of the Russian Federation must be approved by a Nationwide Referendum, which according to Article 9 of the then-effective Law on the Referendum of the RSFSR could be called only by the Congress of People's Deputies or the Supreme Soviet of the RSFSR, the illegitimate President of the RSFSR, B.N. Yeltsin, committed yet another criminal offense and arbitrarily signed a Decree on a nationwide vote on the draft Constitution of the Russian Federation, "Decree of the President of the Russian Federation of 15.10.1993 N 1633 'On Conducting a Nationwide Vote on the Draft Constitution of the Russian Federation'", and also unlawfully approved the "Regulation on the Nationwide Vote on the Draft Constitution of the Russian Federation of December 12, 1993". By signing the Decree on a form bearing the coat of arms of the RSFSR, and while holding the office of illegitimate President, B.N. Yeltsin designated himself President of the legally non-existent Russian Federation, abused his pseudo-official position, and committed a legal forgery (fraud), which constitutes a criminal offense of State magnitude, thereby violating the Right of the Sovereign, the legislation of the USSR and the RSFSR, and International Law.
Resolution R.142 of the Central Electoral Commission (CEC) of the Russian Federation is an obvious Act of fraud. By the Decree of the illegitimate President of the Russian Federation, the Draft Constitution of the Russian Federation was submitted for a vote, and the CEC of the Russian Federation, in tallying the results on the Draft Constitution of the Russian Federation, committed a legal forgery and a crime by groundlessly stating in paragraph 2 of the Resolution that the Constitution of the Russian Federation had been adopted.
The illegitimate and legally incapable declaration titled "Constitution of the Russian Federation of 1993" consolidated the result of the bandit Yeltsin seizure of power on the instructions of his foreign, separatist, criminal masters and the foundations of a new occupation regime for the needs of the criminal, terrorist conglomerate of corporatocracy, and was merely a Charter for the criminal, private, commercial company "Russian Federation - Russia".
The created "Commonwealth of Independent States" on the Sovereign territory of the Great Country of the Sovereign - the Union of Soviet Socialist Republics, according to their Charter, is only an economic Union; its activity does not cover political and public matters. This is also confirmed by the content of the "Constitution of the Russian Federation" as the Charter of a legal entity (with the 2020 amendments) - it is not a Fundamental Law, and in a charter-like manner monitors the interaction of the Subjects on the territory with the occupation regime.
