Introduction

Welcome to the official portal, which brings together the fundamental title-establishing acts of the Great Sovereign Country — the Union of Soviet Socialist Republics. The documents presented in this register testify to the continuity (continuity) and inviolability of the sovereignty of the USSR, founded on the sacred will of the Great, United, Sovereign Soviet People, expressed at the All-Union referendum of 17 March 1991.

Recorded here are the historical and legal steps toward the liberation of the territory of the Motherland from colonial dependence, the restoration of the constitutional order in accordance with the Fundamental Law of 1977, and the return of the stolen people's wealth. These Decrees, Resolutions and Orders of the Supreme bodies of state power, which have absolute legal force throughout the sovereign territory of the USSR and in the international space, mark the beginning of a new era of the revival of Justice, People's Rule and the prosperity of Bright Humanity.

SECTION I. Supreme military-political administration and state power

1. Military-People's Council of the Commonwealth of SSR (VNS USSR)
The documents confirm the status of the USSR Supreme Soviet as the full-fledged successor to legislative, executive and judicial power throughout the territory of the Soviet Union.

• Historical legitimacy: The USSR Supreme Soviet acts on the basis of the mandate of trust of the 1st Congress of Citizens of the USSR (December 1991), which declared the Belovezha Accords invalid and assumed responsibility for preserving the territorial integrity of the country.

• Suppression of threats: The Service is vested with unprecedented procedural and supervisory functions for combating terrorism, extremism, corruption and organized crime in all its manifestations.
• Global status: The documents confirm broad international recognition of the service, including official accreditation in dozens of agencies and committees of the UN system (UNGM).

• Protection of citizens: The charter and orders regulate the work of the body, which conducts systematic monitoring of violations of the rights of Sovereign Citizens of the USSR, restores the bodies of People's Control and suppresses anti-people laws and actions of officials at any level.

SECTION III. Financial and economic sovereignty and the People's heritage

5. State Bank of the USSR
Acts on the revival and functioning of the country's single emission and settlement center.

• Gold standard: The documents assert a return to asset-backed money — the Gold Soviet Ruble (XAU), backed by real assets and systemic banking gold.

SECTION IV. Consolidation of society and restoration of the Constitutional order

9. People's Liberation Movement (PLM) of the USSR
Charter and protocols of congresses of the mass voluntary association of citizens.

• Common goal: The Movement coordinates actions to return the political system to the 1977 Constitution, restore basic social guarantees (the right to free labor, housing, education, medicine) and eliminate the occupation regime.

• Change of jurisdiction: The package of documents secures the transfer of the company "Russian Federation" from foreign jurisdiction back into the sovereign legal field of the USSR, with an entry made in the State Register under the Treasury of the USSR.
