The "Houston Project" presents a detailed elaboration of the "Completion" stage. It is connected only with Russia and it no longer speaks of dismembering the USSR (as in the Harvard Project, according to which that has already taken place). Here it is already a matter of dismembering Russia into small states.
According to these same plans:
– Siberia must go to the USA;
– the Northwest – to Germany;
– the South and the Volga region – to Turkey;
– the Far East – to Japan, in order to establish direct control over the raw materials of Siberia and the Far East.
Over the past 12-15 years, the following has been exported from Russia abroad annually:
– 57% of the oil extracted;
– 40% – of gas;
– 90% – of copper;
– 97% – of nickel;
– 99% of the aluminum produced in the country, and so on, as if from the most backward colony!
The Houston project provides for abandoning the treatment of Russia as a single state, demanding that it be treated as a series of small states, and it provides for the development of a separate policy toward its individual, dismembered parts. Both of the aforementioned projects are close to each other and are clearly visible in what has been happening over the past 15-20 years in Russia under the leadership of its current rulers, who are agents of foreign influence of the West, its "fifth column" in Russia.
Mikhail Gorbachev was tasked with completing the "Perestroika" project;
– the "Reforms" project – Boris Yeltsin,
– the "Completion" project is being successfully carried out by Vladimir Putin.
The national interests of Russia are being surrendered, the Army and the country's defense are being destroyed, and its dismemberment and sell-off are being sanctioned. It is no accident that at one time US President B. Clinton, speaking of Yeltsin, stated: "The current leadership of the country suits us in all respects, and therefore one must not stint on expenses (the 1996 presidential election). They will bring us a positive result." As all the latest events in Russia confirm, the Harvard and Houston projects in Russia are being carried out in the interests of the USA and the West by their "fifth column" unswervingly, bringing closer the moment of Russia's dismemberment and its liquidation as an independent, sovereign state.
One of the authors of the "Houston project," Mr. Z. Brzezinski (an honorary citizen of Lviv), stated at a closed session of an American-Ukrainian meeting that "...the new world order under US hegemony is being created against Russia, at Russia's expense and on the ruins of Russia. There is no doubt that Russia will be fragmented and under tutelage." (The "Houston project" was partially published in the newspaper Sovetskaya Rossiya of June 20, 2002). In implementing the plan, use any methods, from diplomatic to economic, and "quiet" settlement and seizure of lands, forcing the inhabitants of the enclave to leave for Russia!" A recently declassified CIA report, "Global Trends 2015," states that the world's largest country – Russia – is falling apart into small states. The probable outlines of Russia by 2015 – according to the attached map. As the CIA report states, the decline in the birth rate will lead to the depopulation of the country and a reduction of the population to 130 million as early as 2015 (at present, 146 million people live in Russia).
"The conservative wing of the US Republican Party is interested in the maximum weakening of Russia's position and, possibly, even its dismemberment as a state," Dmitry Orlov, general director of the Agency for Political and Economic Communications, said in an interview with the newspaper Izvestia.
THE US HOUSTON PROJECT: THE DISMEMBERMENT OF THE USSR AND ITS CONSEQUENCES
"The goal of my whole life was the destruction of communism, an unbearable dictatorship over people...It was precisely to achieve this goal that I used my position in the party and the country. That is precisely why my wife kept pushing me to consistently occupy an ever higher and higher position in the country... And to achieve it I had to replace the entire leadership in the CPSU and the USSR, as well as the leadership in all the socialist countries." M. Gorbachev, seminar in Turkey, 1999.
Positioning. The US Houston project, "The Economy of the USSR. Conclusions and Recommendations" (the Report of the 4), provides for the elimination of the World Socialist Competitive System.
Implemented:
- by the USA promoting to the post of General Secretary of the CPSU "its own man" (on the basis of "corruption blackmail" - a criminal offense), who carried out the dissolution of the CMEA and the Warsaw Pact;
- by the formation of a "fifth column," an organized criminal group of "foreign agents," who carried out the liquidation of the USSR by dismembering it into "sovereign states" under the US program "Transition to the Market."
Methodology. The enormous damage and human losses dictate the need to identify the foreign programs, the authors and perpetrators of the corruption crime, the provisions of the programs that caused the damage, and to prepare expert opinions in order to stop their implementation. The development of a National Strategy for the restoration of the country.
Programs. Let us disclose the Report of the 4 (IMF, IBRD, EBRD, OECD): "The Economy of the USSR. Conclusions and Recommendations," approved by the "seven" (Houston, 90), as the Strategy of "Western assistance" to the USSR. It provides[1], p.6: "At the summit meeting... in Houston in July 1990, the heads of state and government of the seven leading industrialized countries asked the IMF, IBRD, OECD, EBRD, in close cooperation with the Commission of the European Communities, to conduct a detailed study of the Soviet economy, to work out recommendations... for transferring the economy to market principles and to establish criteria on the basis of which Western economic assistance could provide effective support for such reforms.... Members of the aforementioned four organizations (over 12 thousand - Yu.K.) held meetings with people representing the most diverse levels of administration at the union and republic levels..., the USSR MFA, the Main Computing Center of the USSR Council of Ministers, Gosbank, Goskomobrazovanie, Goskomstat, Goskomtrud, Goskomtsen, Gossnab, Gosplan, the Ministry of Finance, Vnesheconombank and many other organizations and people.
The study was conducted in close contact with the EC Commission. Information was exchanged on a regular basis; several joint meetings were held in Moscow; in addition, a number of meetings were held in Brussels, Paris and Washington. This report summarizes the main conclusions and recommendations."
To implement the decision of the "seven," the Report of the 4, a framework implementing program was prepared: "Transition to the Market," the Harvard Project, executive director Jeffrey Sachs, professor at Harvard University, approved as an adviser to B. Yeltsin.

About 50 names are listed. They are identified (Federal Law of the Russian Federation No. 121-FZ) as an organized criminal group of "foreign agents," for the liquidation of the USSR.
-p.17: “The Economic Union (CIS instead of the USSR – Yu.K.) is founded on the following principles: 1. The Economic Union is based on the principles of equality of the members of the Union – sovereign states that have voluntarily joined it.”
Consequences. They are known to every inhabitant of Russia. And to the whole world.
1. Territorial losses – as a result of the unlawful dismemberment of the USSR in 1991 under the US program “Transition to the Market,” half of the USSR remained – the RF, called Russia by the USA. The Union republics of the USSR are now sovereign states (under US law No. 102 of 1992, the “Freedom for Russia and Emerging Eurasian Democracies and Open Markets Support Act”). US and NATO troops have been introduced into the Baltics, Central Asia, and the Caucasus, ostensibly to protect the independent states from the RF. Now also into Ukraine. In the Union republics there are pro-American regimes. External administration has been introduced in the RF. The fact of the occupation of our country by the USA and NATO is taking place.
2. Economic losses – as a result of the dismemberment of the USSR, the RF retained less than half of its GNP and its scientific-industrial and military potential. The single economic space and thousands of economic ties were broken, and the structures regulating the carefully balanced market were eliminated: Gosplan and Goskomtsen. The activity of many thousands of enterprises ceased. The RF, like the occupied Union republics, became a raw-materials appendage, a supplier of “white negroes” for the USA and the EU, and a market for stale colonial goods. These are also real facts of the elimination of half of the country’s scientific-industrial potential and of its colonization.
3. Human losses – as a result of the dismemberment of the USSR, in the RF, called Russia by the USA, less than half of the population remained. The “elites” financed by the USA in the Baltic, Black Sea, Central Asian, and Caucasus republics and in Ukraine implemented nationalism, the fascist ideology of the superiority of nations, and bloody interethnic conflicts. The result is thousands of killed Russians, millions of refugees and destroyed homes, poverty, disease, and hunger. These are real facts not merely of enormous human losses, but of the formation, out of the population of the Union republics, of convinced opponents of Russia-the-Russians, waging combat operations against fraternal peoples. The RF’s measures to stop interethnic wars on the territory of the USSR are declared by the USA and the EU to be aggression against independent states. These are real facts of the organization by the USA and the EU of interethnic, fratricidal, bloody regional wars on the territory of the USSR.
Conclusions and proposals. 1. It has been established documentarily that the USSR did not “disintegrate” but was “dismembered” into “sovereign” states under comprehensively substantiated and carefully coordinated programs of the USA and the EU, with executors in the USSR, on a corruption basis (using the 5 trillion dollars allocated by the Federal Reserve within the framework of the “Reagan Mandate”).
2. The facts of enormous damage and human losses (US financing of national “elites,” “color” revolutions, training of terrorists, organization of bloody interethnic conflicts and regional wars…), carried out under the programs of the USA and the EU [1,2], in accordance with part c., Art. II of the “Convention on the Prevention and Punishment of the Crime of Genocide,” may be regarded (are assessed) as “acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part” and assessed as the gravest “crime against humanity,” as a criminal corruption crime of genocide: of the client, the leaders of the USA and the “Group of Seven” (G. Bush), and of the executor (M. Gorbachev) in the USSR.
3. Their impunity provokes contemporary leaders (Obama, Merkel) and executors (Poroshenko, Saakashvili) to commit graver crimes against “humanity.” This dictates the need to prepare expert opinions on the facts of enormous damage and human losses, to create a People’s Tribunal (Russell Tribunal) for their examination and assessment, and to initiate criminal cases by political parties and public organizations within the framework of UN Conventions.
