On the joint struggle for human rights, social justice and the revival of the sovereign legal tradition
We, the undersigned, representatives of the International Committee for the Protection of Human Rights (French branch — Comité International pour la Protection des Droits de l’Homme, CIPDH; American branch — International Human Rights Defence Committee, CIPDH) and the Autonomous Non-Profit Organization "Center for Systemic Monitoring and Analysis of Socio-Economic Problems 'Narodnoye Delo'" (ANO "Narodnoye Delo"), acting on the basis of our Charters and in accordance with the will of our founders, solemnly proclaim this Manifesto.
I. Our mission and convictions
We proceed from the premise that human rights and freedoms are the highest value, enshrined in the Universal Declaration of Human Rights, European Convention for the Protection of Human Rights and Fundamental Freedoms and fundamental international covenants. We are convinced that every citizen, regardless of his or her citizenship and place of residence, has the right to fair legal protection, decent living conditions and respect for his or her human dignity.
Cooperation between our organizations, established on 30 June 2019 in the city of Moscow, creates unique opportunities for the implementation of projects aimed at strengthening the rule of law, developing the socio-economic sphere and protecting the legitimate interests of citizens in the space of the member countries of the United Nations.
II. Our legitimacy and international recognition
ANO "Narodnoye Delo" is an organization registered and globally accredited in the United Nations system. Our identification number at the UN is 557328 — confirms that we are entered in the registries of 27 major UN agencies, funds and programmes, including the UN Secretariat, UNDP, UNICEF, WHO, IAEA and others. This gives us the right to participate in international programmes, interact with UN institutions and draw on the best global practices to address the problems of our citizens.
The cooperation agreements we have concluded with the French International Committee for the Protection of Human Rights (CIPDH) under the leadership of President Gérard Salvato and the American International Committee for the Protection of Human Rights (CIPDH) under the leadership of Secretary General Meroving Matthias create a solid international legal platform. From now on our efforts are united, and we can:

Provide qualified legal assistance to citizens in accordance with the laws of UN countries and international legal standards;

Represent the interests of citizens before the European Court of Human Rights and other international judicial bodies;

Spread the ideas of human rights, humanism and justice;

Organize humanitarian missions and charitable actions;

Collect and analyze data on violations of rights and freedoms, drawing the attention of the world public to them.
III. Areas of our activity
We see the systemic problems faced by our fellow citizens and offer clear, structural and lawful tools to solve them.
1. Liberation from credit slavery
The programme developed within our Committee, “Pomoshch” (“Assistance”) gives citizens an effective mechanism of protection against the unlawful actions of creditors and debt collectors. We rely on international law and national legislation to restore to people the right to a dignified life without the yoke of debt.
2. Justice in the housing and utilities sector
We carry out systematic work to identify and challenge unlawful payments in the housing and utilities sector. Our specialists help citizens defend their rights and recover funds that were unjustifiably collected.
3. Legal education and monitoring
We collect, analyze and disseminate information on violations of citizens' rights, and hold round tables with the participation of representatives of the judicial system, the prosecutor's office and local self-government bodies. Our goal is to foster in society intolerance of corruption and arbitrariness, and to raise the legal literacy of the population.
4. International protection
Thanks to our partnership with CIPDH, we open up for citizens the opportunity to seek protection in international courts and human rights structures. We advise lawyers on matters of international law and promote the development of ties between human rights organizations of the countries of the UN and the European Union.
5. Promoting socio-economic development
We support projects in the fields of education, science, culture, healthcare and sport, and also promote the development of trade and economic cooperation, investment attractiveness and sustainable development of the regions.
IV. Our structure and a call for unity
Within ANO “Narodnoye Delo” there operates a specialized structural subdivision — the International Committee for Legal Protection of the Union of Soviet Socialist Republics (ICLP USSR). We recognize the historical continuity and the importance of restoring the sovereign legal tradition in the space of our Great Country.
We are open to cooperation with honest, purposeful and caring people who are ready to take responsibility for the destinies of their regions. We are looking for heads of interregional and regional representative offices who share our values:

legal literacy and justice;

unconventional thinking and leadership qualities;

experience in court proceedings and a readiness to defend the truth;

communication skills and honesty before people.
V. Our promise
We declare: human rights have no borders, and justice cannot be a monopoly of the state. By joining forces with international partners, relying on the support of the UN and the power of the law, we will ensure that every citizen feels protected.
We invite everyone who cares about the future of our country and the fate of its citizens to join our movement. Together we will restore order on the Sovereign territory, restore faith in the law and return dignity to people.
