Fundamentals of Legislation of the Union of Soviet Socialist Republics

Over the decades that followed the anti-constitutional coup of 1991, on the sovereign territory of the Great Country of the Sovereign — the Union of Soviet Socialist Republics, a private commercial structure known as the trading company "Russian Federation" carried out its activities. The highest bodies of state power of the USSR state that this entity never possessed the status of a legitimate sovereign state.

Since 2014, the governing bodies, courts and departments of the former trading company "Russian Federation" came under the jurisdiction of Admiralty (Maritime) Law and were registered as commercial corporations in a foreign (Anglo-American) jurisdiction. The document known as the "Constitution of the Russian Federation of 1993" was exclusively the charter of a legal entity, consolidating the occupation regime of administration on the territory of the union republics. Citizens of the USSR in the accounting systems of this corporation were unlawfully classified as "natural persons" and legally incapable "persons", deprived of the status of Sovereign Citizen and placed under the guardianship of corporate structures.

Bankruptcy procedure and historical re-registration

Since 2023, the former commercial trading company "Russian Federation" has entered a regime of liquidation and bankruptcy. In order to immediately stop the plundering of the People's heritage, restore peace and constitutional order, the Military-People's Council (VNS) of the USSR and the State Committee on the State of Emergency (GKChP) of the USSR issued the historic Decree No. PVK-033 of March 23, 2023 "On the re-registration and reorganization of the State company \"Russian Federation — Russia\"".

In accordance with this Decree, the company was officially re-registered from a foreign jurisdiction into the State register of its Absolute Owner — the Sovereign Country of the USSR.

New status — State Cooperative Enterprise (GKP)

After the procedure of re-registration in the Unified register of the State Register under the State Treasury of the USSR, this structure was assigned a new legal status — Soviet State Cooperative Enterprise (GKP) "Russian Federation — Russia".

The right of full management, disposal and control over the process of reorganization of this enterprise was transferred to the People's State Body of the USSR on the territory of the USSR — the Sovereign International Consumer Cooperative (SMPK) "Svetlaya Velikaya Rus". To carry out a large-scale reorganization of the enterprise in strict accordance with the Legislation of the Great Country of the Sovereign — the USSR and the norms of International Law, a special Committee was created, vested with the highest powers.

Legal consequences and nullity of the legal acts of the RF

The State Committee on the State of Emergency (GKChP) of the USSR, by special Resolution No. SUR 01 of March 30, 2023, recognized as invalid all laws and legal acts issued and adopted by the company "Russian Federation — Russia" for the period from 1991 to the present, which do not comply with the Sovereign legislation of the USSR and the norms of International Law.

All private management, military and law enforcement companies operating in the jurisdiction of the former RF were instructed to come under the full subordination of the restored state bodies of the Union of Soviet Socialist Republics and the special Committee of the SMPK "Svetlaya Velikaya Rus". Ignoring these Sovereign Acts is classified as a crime against the State Security of the USSR and entails liability under wartime laws.

On the territory of the Great Country of the Sovereign of the Union of Soviet Socialist Republics

In 1991, foreign occupiers, in a criminal conspiracy with national-separatists, traitors of the Great, United, Sovereign Soviet People in the leadership of the Republics of the USSR, carried out a criminal state coup. As a result of the monstrous, criminal actions of foreign terrorists, traitors and betrayers of the Motherland, the United Great Country of the Sovereign — the Union of Soviet Socialist Republics was forcibly and criminally divided into 15 parts, and the Great, United, Multi-national, Sovereign Soviet People throughout the entire Sovereign territory of the USSR was criminally taken captive by terrorists and invaders, through bloody violence and the substitution of concepts, deception and lies was humiliated, and also forcibly driven into an occupation regime.

The illegitimate, separatist company "Russian Federation - Russia", in agreement with criminal, separatist, private, commercial companies (Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Georgia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Latvia, Republic of Lithuania, Republic of Moldova, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine, Republic of Estonia) on December 25, 1991, without any legal basis or Right, committing forgery, with the tacit consent of the United Nations (UN), unlawfully declared itself at the International level the successor of the USSR.

Until the moment of re-registration and entry of the private trading corporation "Russian Federation – Russia" into the State Register of the Unified State Register of the USSR under the Treasury of the USSR, from the day of its founding in 1991 it had the status of a management company of trading law on the territory of the RSFSR, and was registered in the Anglo-American jurisdiction.

On December 12, 2022, the Board of the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus carries out a set of measures aimed at restoring the solvency of the trading company Russian Federation - Russia, in order to avoid bankruptcy and a general crisis. Notifications were sent to all instances of the trading company "Russian Federation - Russia" about the placement of gold financial assets in the form of real money of the World currency M1 (XAU), in the amount of about 49 trillion Bank of Russia Tickets (rubles), placed on the account of the Board of the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus, and also reflected in the balance sheet of the corporation Russian Federation and accordingly in the balance sheet of the International Monetary Fund.

On December 27, 2022, due to non-compliance with the basic valid norms of International Law and non-compliance with the valid laws of the Countries of the World, the private criminal banking system in the form of the Central, National and Reserve Banks of the World, including the Central Bank of the trading company Russian Federation – Russia, founded by the criminal community of the Illuminati, headed by the criminal banned Rothschild clan and its criminal accomplices, who conduct activities against Society and All Humanity, are Eternally deprived of all types of Legal Personality, recognized as outside the KON and outside the Law, a ban is declared on any actions and further existence throughout the entire world space.

On 2 February 2023, a statement was sent to all bodies of the trading company "Russian Federation — Russia", declaring that, in accordance with the recommendations of the Basel Committee on Banking Supervision (Basel III), in implementation of the resolutions and decisions of the Owner and Principal Regulator of the World Financial System — the Sovereign International Treasury M1 — pursuant to a decision of the Board of the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus, and on the basis of that cooperative's registration within the corporation Russian Federation — Russia, gold-backed financial assets had been allocated in the form of actual money denominated in the world currency M1 (XAU). The allocation amounted to 986,667,509,939,000 (nine hundred and eighty-six trillion six hundred and sixty-seven billion five hundred and nine million nine hundred and thirty-nine thousand) Bank of Russia notes (rubles), deposited in the account of the Board of the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus and also reflected in the balance sheet of the corporation Russian Federation and, accordingly, in the balance sheet of the International Monetary Fund. These assets substantially exceed the entire gross financial volume of the trading company "Russian Federation — Russia", which is registered under Anglo-American jurisdiction.

Thus, on the basis of the placed gold assets, Decree of the Military-People's Council of the Union of Soviet Socialist Republics USSR No. 174 SPK of September 30, 2018, as the successor of all branches of power of the Great Sovereign Country - the Union of Soviet Socialist Republics, the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus on the territory of the Union of Soviet Socialist Republics has the Status of a People's-State Body, and the Corporation Russian Federation has the status of a foreign trading company with all the circumstances arising from this.

According to International corporate rules, if capital significantly exceeding its own balance sheet is contributed to the balance sheet of a legal entity, trading company or bank, then the organization that placed such Assets becomes the new owner of that organization.

After receiving such a statement, the trading company RF - Russia had the opportunity to file a protest within 10 days and continue to conduct its activities without changes. To date, no protest has followed and the Sovereign International Consumer Cooperative Svetlaya Velikaya Rus, as a People's-State Body on the territory of the Great Sovereign Country – the Union of Soviet Socialist Republics, has become the absolute and rightful owner of the trading corporation "Russian Federation – Russia".

On the nullity of the title documents of the trading company Russian Federation – Russia on the territory of the Sovereign Country Union of Soviet Socialist Republics.

On February 12, 1990, a session of the Presidium of the Supreme Soviet of the USSR was held in the Kremlin under the chairmanship of Gorbachev M. S., whose members, criminally violating the Constitution (Fundamental Law) of the Great Sovereign Country - the Union of Soviet Socialist Republics, unanimously spoke in favor of establishing democratic presidential power. As a result, in March 1990, at the Extraordinary III Congress of People's Deputies of the USSR, the anti-constitutional post of President of the USSR was established.

We hereby confirm that the decision of the Congress of People's Deputies of the Union of Soviet Socialist Republics of March 14, 1990 No. 1360-I (Law of the USSR of March 14, 1990 No. 1360-I "On the Establishment of the Post of President of the Union of Soviet Socialist Republics") and the removal of Article No. 6 "On the Leading Role of the Central Committee of the Communist Party" from the Constitution of the USSR, by introducing changes and additions to the Constitution (Fundamental Law) of the Union of Soviet Socialist Republics, was illegitimate and unlawful, since the Congress of People's Deputies of the Union of Soviet Socialist Republics first opened on May 25 in 1989 in the city of Moscow, and at that time was the Highest legislative Body of the Union of Soviet Socialist Republics, but within the framework of the Constitution of the USSR of October 07, 1977, without the right to introduce changes and additions to the Constitution of the Union of Soviet Socialist Republics of October 07, 1977.

On April 3, 1990, the Supreme Soviet of the USSR adopted the law "On the Procedure for Resolving Questions Connected with the Secession of a Union Republic from the USSR," which stated that the decision on the secession of a union republic from the USSR is taken by the free expression of the will of the peoples of the union republic by way of a referendum. The referendum was conducted on the principles of a secret universal vote and in the event that more than 2/3 of the population of the republic voted for secession from the Union of SSR, the Supreme Soviet of the USSR was obliged to recognize this decision, after which the given union republic, upon the expiration of a transition period (not more than five years), could obtain political independence. This law was adopted with the aim of regulating the process of the secession of union republics from the composition of the USSR and was a reaction of the union authorities to the strengthening of separatist ideas in the union republics.

On December 24, 1990, at the IV Congress of People's Deputies of the USSR, a decision was adopted on holding a referendum on the preservation of the USSR.

On March 17, 1991, the majority of citizens of the USSR, forming a Single, Multi-National, Sovereign Soviet People, at the All-Union Referendum spoke in favor of preserving the USSR. In the Referendum, out of 185.6 million (80%) citizens of the USSR with the right to vote, 148.5 million (79.5%) took part. Of these, 113.5 million (76.43%), answering "Yes," spoke in favor of preserving the USSR. Including:

RSFSR — 71.3%,

Ukrainian SSR — 70.2%,

Byelorussian SSR — 82.7%.

For the Republics of Central Asia, the average percentage who voted "for" — more than 90.

The results of the Referendum were fully recognized by the Entire World community.

In the period from August to December 1991, officials of the USSR, including the Highest officials, committed criminal anti-people actions in contradiction to the All-Union People's Referendum of March 17, 1991. The official functionaries, traitors and betrayers of the Motherland, did not take lawful measures to preserve the Soviet People's State Power of the USSR and the Sovereign territorial integrity of the USSR.

We remind that no State body of the USSR, including the Highest body of State Power of the USSR, was authorized to adopt decisions on the liquidation of the USSR, on the withdrawal of Republics from the composition of the Sovereign Country - the USSR, as well as other analogous decisions.

Nevertheless, on September 6, 1991, on the day following the conclusion of the work of the V - extraordinary Congress of People's Deputies of the USSR, the pseudo-President of the USSR Gorbachev M.S. signed the resolutions of the State Council of the USSR No. GS-1, No. GS-2, No. GS-3 on the recognition of the independence of Latvia, Lithuania and Estonia. This was the beginning of the unlawful dismemberment and actual fake collapse of the Union of Soviet Socialist Republics. Soon, on the direct instruction of Gorbachev M.S., diplomatic relations of the USSR were established with the Baltic Republics, which directly testified to the deliberate criminal character of the actions of the illegitimate President of the USSR.

On December 25, 1991, Gorbachev M.S. announced the termination of his activity in the post of (illegitimate) President of the USSR and signed Decree No. UP-3162 on relinquishing his powers as Supreme Commander-in-Chief of the Soviet Armed Forces and transferred control of strategic nuclear weapons, not authorized thereto by the Constitution and Laws of the USSR, to the equally illegitimate President of the RSFSR Yeltsin B.N.

Before signing this Decree and delivering an official address on Moscow television, Gorbachev M.S. in a telephone conversation reported to US President Bush G. about his resignation, relinquishing his duties as Supreme Commander-in-Chief and transferring the powers for the use of nuclear weapons to the President of the RSFSR Yeltsin Boris Nikolayevich.

On December 26, 1991, the Session of the Upper Chamber of the Supreme Soviet of the USSR – the Council of Republics – adopted the illegitimate declaration No. 142-n (on the termination of the existence of the USSR).

The indicated acts of Gorbachev M.S. are criminal on the basis of:

· — para. "a" of art. 64 of the Criminal Code of the RSFSR – "treason to the Motherland, i.e. an act intentionally committed by a citizen of the USSR to the detriment of the sovereignty, territorial integrity of the USSR: "conspiracy with the aim of seizing power"

· — part 2 of art. 170 of the Criminal Code of the RSFSR – "abuse of power, i.e. the intentional use by an official of his official position contrary to the interests of the service, if it was committed out of mercenary or other personal interest and caused grave consequences";

· — art. 171 of the Criminal Code of the RSFSR – "exceeding authority, i.e. the commission by an official of actions clearly going beyond the limits of the rights and powers granted to him by law, if it caused substantial harm to state or public interests."

Thus, an organized criminal group of officials of the USSR, and the highest officials of the USSR, including the illegitimate President of the USSR Gorbachev M.S., in August — December 1991, deliberately, out of personal interest, committed acts forming a common aggregate of the said crimes directed against the foundations of the Constitutional Order and State Power of the USSR. These monstrous crimes, which had catastrophic consequences for the Great, United, Sovereign Soviet People, led to the largest geopolitical catastrophe of the century, and therefore cannot be subject to a statute of limitations.

Violating the will of the Great, United, Sovereign Soviet People regarding the preservation of the USSR, expressed at the All-Union Nationwide Referendum of 17 March 1991, the Rights of the Sovereign, the Legislation of the USSR and generally recognized norms of International Law, the traitors, terrorists and separatists who seized power as a result of the criminal activity of Gorbachev Mikhail Sergeyevich in the Union Republics of the USSR, carried out an illegitimate "parade of sovereignties".

Following the adoption of the illegitimate Declaration of State Sovereignty of the Russian Soviet Federative Socialist Republic (RSFSR) and the unlawful withdrawal from the USSR of six Republics:

11 March 1990 — Lithuanian SSR;

4 May 1990 — Latvian SSR;

8 May 1990 — Estonian SSR;

9 April 1991 — Georgian SSR;

27 August 1991 — Moldavian SSR;

30 August 1991 — Armenian SSR);

The traitors in the leadership of the Republics of the Sovereign Country - the USSR also adopted illegitimate declarations and signed unlawful documents on withdrawal from the USSR.

In violation of the 1977 Constitution of the USSR and the procedure for the withdrawal of Union Republics of the USSR under the Law of the USSR of 03.04.1990 No. 1409-I, in April 1991 at the residence of Gorbachev M.S. in Novo-Ogaryovo, between the Union Republics (RSFSR, Ukrainian SSR, Byelorussian SSR, Azerbaijan SSR, Uzbek SSR, Kazakh SSR, Tajik SSR, Turkmen SSR, Kirghiz SSR) a criminal process was initiated to form a new Union Treaty in the form of a Union of Sovereign States (USS — federation).

On 8 December 1991, 17 days before Decree No. UP-3162 on relinquishing the powers of Supreme Commander-in-Chief of the Soviet Armed Forces and transferring control of strategic nuclear weapons to the equally illegitimate President of the RSFSR Yeltsin B.N., who was not authorized thereto by the Constitution and Laws of the USSR, once again committing a crime, violating the 1977 Constitution of the USSR and the withdrawal procedures under the Law of the USSR of 03.04.1990 No. 1409-I, having no lawful authority for this from the Great, United, Sovereign Soviet People as the Sovereign Power in the USSR and from the bodies of power of the USSR, and of the Union Republics – as Internal Subjects of the Law of the Sovereign Country of the USSR, criminally violating the Will of the Great, United, Sovereign Soviet People, expressed and affirmed at the Referendum of 17 March 1991, violating the Right of the Sovereign, the Legislation of the USSR and the norms of International Law, violating the Charter, principles and purposes of the United Nations (UN).

The heads of the RSFSR, the Ukrainian SSR and the Byelorussian SSR in Belovezhskaya Pushcha, without the approval of the Great, United, Sovereign Soviet People and the leadership of the other Union Republics of the USSR, signed the legally void Belovezhskaya "Agreement on the Establishment of the Commonwealth of Independent States" (CIS), thereby the pseudo-presidents: from the BSSR – Shushkevich S.S., from the RSFSR – Yeltsin B.N. and from the Ukrainian SSR – Kravchuk L.M. committed actions containing the elements of a grave crime provided for by Article 61 of the Criminal Code of the BSSR; Article 64 of the Criminal Code of the RSFSR; Article 56 of the Criminal Code of the Ukrainian SSR, consisting in treason against the Motherland, by preparing and organizing a conspiracy for the purpose of the unconstitutional seizure of State Power of the Union Republics of the USSR, the abolition of the then-existing Union institutions of Power, and the unlawful change of the constitutional status of the BSSR, RSFSR and Ukrainian SSR.

According to the 1977 Constitution of the USSR, in the event of a discrepancy between a Law of a Union Republic and an All-Union Law, the Fundamental Law of the Great Country of the Sovereign Union of Soviet Socialist Republics shall apply. The jurisdiction of the State of the USSR, in the person of its highest bodies of State Power and administration (according to Article 73 of the 1977 Constitution of the USSR), included:

· the determination of the State border of the USSR and the approval of changes to borders between the Internal Subjects of Law - the Union Republics;

· ensuring the unity of legislative regulation throughout the Sovereign territory of the USSR;

· the establishment of the foundations of the Legislation of the USSR and the Union Republics.

This means that the dissolution of the Union Treaty falls within the jurisdiction of the all-Union State bodies of Power of the Great Country of the Sovereign - the Union of Soviet Socialist Republics and its Great, United, Sovereign Soviet People, and not of representatives of individual Union Republics.

The Agreement on the Establishment of the Commonwealth of Independent States, which was signed by traitors from the Byelorussian SSR, the Russian Federation (RSFSR) and the Ukrainian SSR in Minsk on 8 December 1991, as a legal document is void or has no legal force within the framework of the title documents of the Union of SSR. This document does not comply with the requirements of the law and constitution of the Union of SSR, since it was adopted in violation of the procedures established by law, which also contradict the international obligations of the country of the Union of SSR.

The Agreement stated that the Union of SSR as a subject of international law and a geopolitical reality ceases to exist and proclaimed the formation of the Commonwealth of Independent States.

21 September 1993, city of Moscow, The Constitutional Court of the Russian Federation, composed of the Chairman V. D. Zorkin, Deputy Chairman N. V. Vitruk, Secretary Yu. D. Rudkin, judges E. M. Ametistov, N. T. Vedernikov, G. A. Gadzhiev, A. L. Kononov, V. O. Luchin, V. I. Oleinik, N. V. Seleznev, O. I. Tiunov, B. S. Ebzeev, having considered at a court session the actions and decisions of the President of the Russian Federation connected with his Decree of 21 September 1993 No. 1400 "On the staged constitutional reform in the Russian Federation" and the Address to the citizens of Russia of 21 September 1993, guided by Article 165-1 of the Constitution of the Russian Federation, point 3 of part two and part four of Article 1, Articles 74 and 77 of the Law on the Constitutional Court of the Russian Federation,

reached the conclusion:

     Decree of the President of the Russian Federation B. N. Yeltsin of 21 September 1993 No. 1400 "On the Stage-by-Stage Constitutional Reform in the Russian Federation" and his Address to the Citizens of Russia of 21 September 1993 do not conform to part two of Article 1, part two of Article 2, Article 3, part two of Article 4, parts one and three of Article 104, the third paragraph of point 11 of Article 121-5, Article 121-6, part two of Article 121-8, Articles 165-1 and 177 of the Constitution of the Russian Federation and serve as grounds for removing the President of the Russian Federation B. N. Yeltsin from office or for setting in motion other special mechanisms of his responsibility in accordance with the procedure of Article 121-10 or 121-6 of the Constitution of the Russian Federation.

Despite the decision of the Constitutional Court, the mass propaganda media of television and radio broadcasting, which had been seized by the enemies of the Soviet people, proclaimed the fact of the disintegration of the Union of Soviet Socialist Republics.

Over the course of 5 years after the referendum, the communist party tried by its own efforts to confirm the legal force of the referendum on the preservation of the USSR. "We — the communist party of Russia, the Party of People's Rule, it was headed by Nikolai Ivanovich Ryzhkov, and the Agrarian Party, it was headed by Nikolai Kharitonov, reached an agreement and brought this matter before a session of the State Duma.

On 15 March 1996, RESOLUTION No. 157-II was issuedSD On the Legal Force for the Russian Federation – Russia of the Results of the USSR Referendum of 17 March 1991 on the Question of the Preservation of the USSR, they denounced this criminal (Belovezha) agreement, recognizing it as unlawful, and demanded that the country follow the will of the citizens of the USSR in implementing the decisions of the referendum.

On 16 March 1996, RESOLUTION No. 156-II SD was issued On the Deepening of the Integration of the Peoples Who Were United in the Union of Soviet Socialist Republics, and on the Repeal of the Resolution of the Supreme Soviet of the RSFSR of 12 December 1991 "On the Denunciation of the Treaty on the Formation of the USSR"

Thus, the Agreement on the Creation of the Commonwealth of Independent States and the Denunciation of the Treaty on the Creation of the Union of Soviet Socialist Republics, which was signed on 8 December 1991, was repealed and recognized as invalid by a decision of the Constitutional Court and by resolutions of the State Duma. This means that it has no legal force and cannot be applied in the legal system of the USSR.

All subsequent normative legal acts in the period from 16 March 1996 to the present day, issued by the Russian Federation, such as laws, constitutions, decrees, etc., are void or have no legal force within the framework of the title-establishing documents of the USSR. This document does not conform to the requirements of the law and constitution of the USSR, since it was adopted in violation of the procedures established by law, which also contradict the international obligations of the country of the USSR.

Since, contrary to the expression of the will of the citizens of the USSR, title-establishing documents that are recognized as void and having no legal force began to be applied on the territory of the USSR, this entailed serious consequences both within the union republics and at the international level.

Since the seized Government of the Union of Soviet Socialist Republics ceased to observe its own legal norms and to recognize them, this led to:

  • a loss of trust on the part of other states and international organizations. This undoubtedly affected the reputation and prestige of the USSR on the international arena;
  • a violation of the international obligations that the USSR had previously assumed. This may cause dissatisfaction on the part of other states and lead to the emergence of international conflicts;
  • the absence of legal protection for the citizens of the USSR;
  • a violation of the rights and freedoms of the citizens of the USSR, and also brought instability and uncertainty into relations between the states and republics of the USSR;
  • the absence of legal order and legal uncertainty. This substantially hampered all activity, investment and the development of the social sphere and the economy as a whole;
  • international sanctions against the USSR, which include restrictions in trade, financial operations, travel and other spheres, which seriously affected the economic and political position of the USSR.
