Order of the Government of the Russian Federation On the approval of the List of target indicators for the implementation of the Strategy of the state policy of the Russian Federation with regard to the Russian Cossacks for 2021 - 2030

1. In accordance with subparagraph "b" of paragraph 2 of Decree of the President of the Russian Federation No. 505 of August 9, 2020 "On approval of the Strategy of the State Policy of the Russian Federation with regard to the Russian Cossacks for 2021 - 2030", approve the attached list of target indicators for the implementation of the Strategy of the State Policy of the Russian Federation with regard to the Russian Cossacks for 2021 - 2030.
2. The Federal Agency for Ethnic Affairs of Russia:
a) ensure annual monitoring of the target indicators specified in the list approved by this order, with reports on the results of the annual monitoring of the target indicators submitted to the Government of the Russian Federation annually, by March 1; (As amended by Order of the Government of the Russian Federation No. 3091-r of 20.10.2022)
b) within 6 months, develop jointly with interested federal executive bodies and approve a methodology for calculating the target indicators specified in the list approved by this order.

LIST of target indicators for the implementation of the Strategy of the State Policy of the Russian Federation with regard to the Russian Cossacks for 2021 - 2030
I. Target indicators reflecting the improvement of the mechanism for involving members of Cossack societies in the performance of state or other service
1. The number of members of host Cossack societies performing military service in the Armed Forces of the Russian Federation, other troops, military formations and bodies.
2. The number of members of host Cossack societies who are in the reserve and have taken part in annual military training camps.
3. The number of members of host Cossack societies involved in the performance of state or other service, in assisting state and municipal bodies in the exercise of their powers, including participation in:
in the protection of public order;
in the protection of the state border of the Russian Federation;
in measures for the prevention and elimination of emergency situations and the elimination of the consequences of natural disasters;
in ensuring fire safety and practicing joint actions with fire and rescue units, including during fire-tactical exercises and classes within fire and rescue garrisons;
in measures for the protection and defense of forests from fires and other negative impacts, the protection of wildlife, and other measures aimed at ensuring environmental safety and the preservation and restoration of the natural environment;
measures aimed at strengthening civil unity, harmonizing interethnic relations, preventing extremism and preventing conflicts on national and religious grounds.
4. The number of members of Cossack societies and other associations of Cossacks involved in measures to prevent the non-medical consumption of narcotic drugs and psychotropic substances.
5. The number of members of Cossack societies who are in the personnel reserve of the All-Russian Cossack Society.
II. Target indicators reflecting support for interaction between Cossack societies and other associations of Cossacks
6. The number of contracts (agreements) on cooperation between Cossack societies and other associations of Cossacks.
7. The number of jointly implemented socially oriented projects of Cossack societies and other associations of Cossacks aimed at consolidating the Russian Cossacks.
III. Target indicators reflecting assistance in educating the younger generation in the spirit of patriotism, civic responsibility and readiness to serve the Fatherland, drawing on the spiritual and moral foundations and values of the Russian Cossacks, and ensuring the participation of the Russian Cossacks in the implementation of the state youth policy
8. The number of educational organizations implementing educational programs taking into account the cultural and historical traditions and values of the Russian Cossacks.
9. The number of Cossack centers (communities, associations) for the support of volunteering.
10. The number and print run of new textbooks and teaching aids published on the history and culture of the Russian Cossacks and on spiritual and moral education for general education organizations - Cossack cadet corps, taking into account the task of forming an all-Russian civic identity.
11. The number of patriotic actions held by Cossack societies and other associations of Cossacks, including those related to the maintenance of monuments and burial places of soldiers who died defending the Fatherland.
12. The number of events held with the participation of members of Cossack societies and other associations of Cossacks dedicated to memorable dates in the history of Russia, days of glory of Russian arms - days of military glory, and other dates connected with the military history of the Russian Cossacks.
13. The number of regular physical culture events and competitions of all levels held, aimed at the physical development of Cossack youth and at involving the Russian Cossacks in events for the implementation of the All-Russian Physical Culture and Sports Complex "Ready for Labor and Defense".
14. The number of events aimed at the scholarly study of the history of the Russian Cossacks and at countering the falsification of pages of Russian history connected with the Russian Cossacks.
15. The number of tourist routes through historical places connected with the feats of Cossacks - defenders of the Fatherland.
16. The number of Cossack societies, other associations of Cossacks and their members participating in competitions for grants of the President of the Russian Federation and other grants provided from the federal budget, the budgets of the constituent entities of the Russian Federation and the budgets of municipal formations.
17. The number of Cossack youth centers.
18. The number of events aimed at enhancing the prestige of state service among Cossack youth.
19. The number of Cossack youth organizations involved in events for the implementation of the state youth policy of the Russian Federation.
IV. Target indicators reflecting assistance in the preservation and development of the culture of the Russian Cossacks
20. The number of events and participants in events held with the participation of representatives of the Cossacks aimed at the preservation and development of the culture of the Russian Cossacks.
21. The number of institutions carrying out activities for the storage of items of history and culture of the Russian Cossacks.
22. Number of Cossack culture centers.
V. Target indicators reflecting support for the socio-economic development of the Russian Cossacks
23. Number of Cossack societies and other associations of Cossacks engaged in the implementation of state and municipal programs and priority national projects.
24. Number of private security organizations established by host Cossack societies and engaged in ensuring the protection of social sector facilities under various forms of ownership.
25. Area of land plots owned by the state or municipalities and leased out at auctions and without tenders for the purposes of agricultural production to Cossack societies.
VI. Target indicators reflecting support for international cooperation of the Russian Cossacks and the development of international contacts between the Russian Cossacks and Cossack compatriots living abroad
26. Number of events in the field of cross-border cooperation, as well as events aimed at developing intercultural exchanges with neighboring states, in which the Russian Cossacks are involved.
27. Number of joint events held by Cossack societies and other associations of Cossacks of the Russian Federation with associations of Cossacks of the member states of the Commonwealth of Independent States and other states.
28. Number of Cossack societies and other associations of Cossacks engaged in the implementation of programs to support compatriots living abroad, including matters of the voluntary resettlement of compatriots to the Russian Federation.
29. Number of items of historical valuables and relics of the Cossacks returned to the Russian Federation.
30. Number of organized international children's and youth Cossack health camps.
31. Number of representatives of Cossack youth from the member states of the Commonwealth of Independent States studying at educational organizations of the Russian Federation.
VII. Target indicators reflecting the improvement of information support for interaction between state government bodies and local self-government bodies and Cossack societies, and the expansion of public awareness of the activities of the Russian Cossacks
32. Number of information projects aimed at familiarizing society with the activities of the Russian Cossacks (expositions, exhibitions, the creation of an electronic library of the Cossacks and other similar projects), as well as at developing ethnotourism.
33. Number of sociological and scientific studies in the field of the Russian Cossacks.
34. Number of information resources containing data on Cossack societies and other associations of Cossacks, as well as on their activities.
35. Number of information reports on the activities of Cossack societies and other associations of Cossacks on the Internet information and telecommunications network.
