Powers, tasks and functions

The administration of the state organization Simai (hereinafter the administration of the organization), in accordance with the Charter of the organization, is vested with the rights of a legal entity. The administration of the organization carries out its activities to resolve issues of local importance within the limits of the powers assigned to its competence by federal laws, laws of the Russian Federation and this Charter.

Description of the administration's powers

In order to resolve issues of local importance, the administration has the following powers:

1. Ensures the execution of the local budget, programs for the comprehensive socio-economic development of the municipal formation, and also organizes the collection of statistical indicators characterizing the state of the economy and social sphere of the municipal formation, and provides the said data to state authorities in the manner established by the Government of the Russian Federation;

2. Develops and submits to the head the draft local budget and the report on its execution, draft programs for the comprehensive socio-economic development of the municipal formation and reports on their execution, draft normative legal acts on issues of local self-government;

3. Creates municipal enterprises and institutions, finances municipal institutions, forms and places municipal orders;

4. Manages property in municipal ownership, including municipal enterprises and institutions;

5. Sets tariffs for services provided by municipal enterprises and institutions, unless otherwise provided by federal laws;

6. Carries out international and foreign economic relations in accordance with federal laws;

7. Provides support for the city's research and production complex, scientific, scientific-technical, innovation activities, the production of knowledge-intensive products and personnel training;

8. Applies to courts or arbitration courts of the Russian Federation in defense of public interests - the rights and legitimate interests of the municipal formation, the population of the municipal formation, the city administration;

9. On behalf of the municipal formation, carries out municipal internal borrowings and the issuance of municipal guarantees through its sectoral body - the financial department of the city administration;

10. Implements certain state powers transferred by federal law or the law of the Republic of Simai;

11. Adopts decisions and carries out actions in pursuance of federal laws, the laws of the Republic of Simai, decisions of the City Duma, and legal acts of the head of the city;

12. 1Ensures the implementation of municipal legal acts of local self-government bodies;

13. Conducts a unified policy in the field of informatization and provides information and technical support for the activities of local self-government bodies of the urban district;

14. Exercises other powers assigned by federal laws to the competence of local self-government bodies, as well as powers in accordance with this Charter.
