What is the essence of the mechanics?

Each participant passes authorization on the platform and records a public video declaration. In this legal address, the citizen officially declares:

• On the restoration of their sovereign status and property-legal title of Citizen of the USSR;

• On the recognition of the hybrid jurisdiction of the Constitutions of the Soviet Union of 1936 and 1977;

• On the complete legal nullity of the acts of the commercial structure "Russian Federation";

• On joining the concept of the Great Social Synthesis and the ideology of social complementarism as the basic principles of a future just organization of society.

The video material is uploaded to an independent hosting service (for example, YouTube), and the link is attached to a personal card on our platform. In this way, a public registry protected from deletion is formed. Holding group online broadcasts, where declarations are read out by 10 people simultaneously, turns this content into an indisputable legal fact of mass expression of will. This is no longer a "statistical error" but an action that cannot be ignored.

Step-by-step algorithm of participation

We have built a reliable and transparent architecture of the process, accessible to everyone:

1. Preparation of the base. On a specialized resource, we post legally verified templates. You use them as a basis for forming your own text of the declaration.

2. Gathering of a quorum. Registration for the broadcasts opens. As soon as a group of 10 participants is formed, we fix the date and time of the broadcast. With high registration dynamics, meetings will be held weekly or even more often.

3. Live broadcast. At the appointed time, an online meeting is held with mandatory video recording. Participants take turns, clearly and openly voicing their expressions of will.

4. Archiving. The video recording of the broadcast is published on our official YouTube channel, forming a reliable public archive.

5. Integration into the Registry. The final and most important stage: you find your speech in the published archive, copy the link and attach it to the card of your region on the Citizen of the USSR Platform.

Why was this particular format chosen?

• Reliable verification. A video recording with your voice and face is irrefutable proof of the reality of your intentions within the framework of the humanitarian Referendum.

• Scalability of the process. Forming tens (groups of 10 people) allows broadcasts to be held dynamically, giving everyone a chance to speak without dragging out the time.

• Social cohesion. The joint proclamation of declarations unites people. You act in a single rhythm, seeing and hearing your like-minded people.

• Infrastructure independence. All data is accumulated on our own resources. The platform works as a living, legitimate registry, where every entry has real weight.

Ready to join?

At the bottom of the site you will find a registration form with ready-made templates; fill it out and you will get into the waiting list for the first ten. In the coming weeks the platform will be finally configured to accept the first 10,000 participants!

Our infrastructure is resistant to censorship, protected from blockings and ready to scale to hundreds of thousands of users. The platform is closely integrated with our media ecosystem: the news portal tass.news, the discussion platform forum.governmentussr.com and the online radio “Krasnaya Volna” ussr-radio.com. In parallel, we have launched a network of People’s Councils by macro-regions. These are venues where citizens can locally resolve any issues — from countering illegal construction to environmental problems — and form a consolidated “nationwide mandate” for the future government.

A key aspect of our strategy: we are open to international observers, independent human rights defenders and lawyers. Their presence endows our process with the status of an internationally monitored human rights initiative. The collected archive of video declarations forms an official evidence base for international bodies and tribunals. This is an absolutely transparent, open and legally impeccable act of a sovereign people.

Instructions for endorsing the Sovereign Declaration of a Citizen of the USSR

Brothers and sisters, the file with the Declaration is attached. Your task is to endorse it (confirm your status) by one or several methods. The more methods you use, the more reliable. Below are three ways.

Method 1: Written (personal signature, scan)
Print the Declaration. If you do not have a printer — copy it by hand, preserving all wording.

Fill in all the fields at the end of the document:

Full name (in full)

Date of birth

USSR passport (series, number see the stamp in the USSR birth certificate, if any)

USSR birth certificate

Date of filling out

Put a live signature with a pen.

Scan it or take a clear photo of the entire page (including the filled-in fields).

Send the scan/photo to the email of the Committee for organizing the referendum:

Subject of the email: “Declaration Full Name”.

Done. Keep the original with you — this is your Sovereign Act.

Method 2: Text (comment on the platform)
Copy the full text of the Declaration from the file.

Go to the platform nation.governmentussr.com.

Go to the section “All-Russian Referendum”.

Find your macro-group (the one you belong to by region/territory). If you do not know the group — check with the organizers, it is usually pinned in the chat.

Paste the text of the Declaration in the comments under the corresponding post or in a special thread for declarations. At the beginning of the comment be sure to write: “I, Full Name, confirm…” (duplicate your data).

Publish.

Method 3: Audio (public reading aloud in a conference)
Wait for the announcement of an audio conference in the channel/chat of the All-Russian Referendum. Usually the organizers publish the link and time.

Connect to the conference at the appointed hour.

When you are given the floor, publicly read out your Declaration — in full, together with your completed data (full name, date of birth, etc.).

Your speech will be recorded. The audio recording will be posted on a special channel of the All-Russian Referendum as confirmation of your expression of will.

Use of the initialed document
The endorsed and published Declaration (or its certified copy) is your living legal instrument. Carry it with you — in printed form or as a notarized copy. Present it to all interested persons and citizens, to any bodies, structures, banks, courts — as proof of your sovereign status.

In essence, this document is a preliminary act for that very Charter of the Sovereign that was discussed two years ago. By confirming the Declaration now, you lay the foundation for obtaining the full Charter — your status is fixed officially and publicly.
