Set of documents for the restoration of the lawful governing bodies of the USSR

ON THE SET OF DOCUMENTS FOR THE RESTORATION OF THE LEGITIMATE GOVERNING BODIES OF THE USSR
Approved by the Emergency Military-Political Body GKChP USSR

This set of documents ensures the implementation of the Decree of the Presidium of the Supreme Soviet of the USSR of June 22, 1941 on the introduction of wartime laws on the territory of the USSR, in force during the continuous special period from August 19, 1991. The set is intended for:

1. Legitimization of the actions of citizens of the USSR loyal to the Oath;

2. Formation of military-civilian bodies of territorial self-government;

3. Suppression of the activity of illegal administrative structures.

Composition of the set

1. Normative-legal base:

   • Legal justification of the special period (USSR Law "On Martial Law").

   • Excerpts from the Criminal Code of the RSFSR (arts. 58, 59, 64) on state crimes.

   • Resolution of the GKO USSR No. GKO-903ss (1941).

2. Organizational documents:

   • Procedure for convening Officers' Assembly (min. 5 officers of the USSR Armed Forces who have not sworn allegiance to other entities).

   • Samples of meeting minutes (registration of participants, voting, decisions).

   • Instruction on the formation of local self-government (LSG) through military-civilian structures.

3. Personal acts:

   • Form of the USSR Military Oath (to confirm status).

   • Application for the issuance of a USSR citizen's passport (with a refutation of the legitimacy of the documents of the Russian Federation).

   • Form of the “Last Order” for the transfer of powers in conditions where the original seals are unavailable.

4. Operational mechanisms:

   • Creation of territorial bodies within a radius of 24 km from the place of registration of the LSG.

   • Procedure for appointing the USSR Border Commissioner (for border zones).

   • Formation of Cossack units as a mobilization reserve.

5. Legal instruments:

   • Act of acceptance and transfer of duplicate seals of military units.

   • Records of registration of crimes against the USSR for transfer to the Military Tribunal.

Key principles

• USSR citizenship: All persons born on the territory of the USSR are recognized as USSR citizens; other statuses are void.

• Mobilization status: Military personnel and state employees of the USSR are considered conscripted as of 19.08.1991 without the right to discharge.

• Legitimacy of structures: Only bodies created under the control of the State Committee on the State of Emergency (GKChP USSR) are authorized to exercise power.

Requirements for implementation

• The documents are used exclusively by persons who have not violated the Military Oath of the USSR.

• All decisions enter into force after being entered into the registers of the USSR State Archive.

• Refusal to participate in the restoration of the organs of power is interpreted as treason against the Motherland (Article 64 of the Criminal Code of the RSFSR).
