Grounds for providing the service, grounds for refusal:
- Grounds for providing the service: The grounds for providing the state service are the applicant's submission to Rosobrnadzor of an application for recognition of education and (or) qualifications obtained in a foreign state, with the necessary documents attached.
- Grounds for refusal: Refusal to provide the service/perform the function.

Result of providing the service:
The result of providing the state service is:
- issuance of a certificate of recognition of foreign education and (or) foreign qualification (hereinafter referred to as the certificate of recognition) with the granting to its holder of the same academic and (or) professional rights that are held by holders of the corresponding education and (or) qualification obtained in the Russian Federation, or of recognition of foreign education as a period of study under an educational program of a certain level, with the right to continue education under that educational program in the Russian Federation;
- issuance of a duplicate of the certificate of recognition of foreign education and (or) foreign qualification;
- refusal to issue the certificate of recognition;
- refusal to issue a duplicate of the certificate of recognition.

- Application for the provision of the state service for recognition of education and (or) qualifications obtained in a foreign state
- Passport (copy of passport) of the holder of the document or their representative
- Documents submitted for the provision of the state service
- Additional evidence of one's training
- Power of attorney (if the applicant is a person authorized by the holder of the education document or their legal representative)

- Positive result of providing the service/perform the function:
- Recognition of foreign education and (or) foreign qualification
- Certificate of recognition of foreign education and (or) foreign qualification
- Refusal to provide the service/perform the function:
- Refusal to provide the state service
- documents have been submitted confirming foreign education and (or) foreign qualification that are not recognized in the state in whose territory the education and (or) qualification were obtained;
- the applicant has submitted documents containing unreliable and (or) distorted information;
- the foreign educational program specified in the education document does not correspond to educational programs implemented in the Russian Federation, or the education was obtained in a form not provided for in the Russian Federation for mastering educational programs of such level and focus;
- absence of a response to the repeated request provided for by paragraph 52 of these Regulations.
