  3. Once the data has been entered, the system will process and send your request to government agencies for the registration stages, review of the application and adoption of a final decision.
  4. If the service is successfully performed at all stages, the system will give you a positive response, and the government agencies will inform you of the result of the service provision. If there is a refusal at any stage of the service provision, the system will give a negative response, and the government agencies will inform you of the reasons for the refusal.

  The basis for carrying out the administrative procedure is the receipt by Roszdravnadzor of an application for the issuance of a specialist certificate and (or) documents.

  • Copy of the diploma of education (with annexes), with a translation into Russian
  • Information on previous work in the specialty (employment record book (if available), other documents) with a translation into Russian
  • Application of the candidate for admission to take the special examination
  • Copy of the passport with a translation into Russian
  • Copies of documents on postgraduate professional education with a translation into Russian
  • Copy of the letter from the Federal Service for Supervision in Education and Science confirming the equivalence of the diploma of education

  If there is no need to conduct an examination of academic and professional compliance, the responsible executor prepares a referral for taking the special examination to an educational institution included in the list of institutions of higher and secondary professional education in which commissions for administering special examinations have been established.

  Refusal to provide the service/perform the function:

  Refusal of admission to take the special examination

  Admission to the procedure for taking the special examination is refused on the following grounds:
  1) in the case of incomplete completeness, incomplete composition of the documents and data submitted by the applicant;
  2) in the case of submission by the applicant of false or invalid information about the level of education, the final determination of which is carried out by the Federal Service for Supervision in the Sphere of Healthcare and Social Development;
  3) in the case of the existence of a conclusion of the Federal Service for Supervision in Education and Science on the non-compliance of the level of education received abroad by the candidate with the educational standards and norms in force in the territory of the Russian Federation.
