USSR CEC Resolution No. 12/2024-DP of 29 January 2024

The Central Executive Committee of the USSR (CEC of the USSR) resolves to reorganise the USSR Constitutional Legal Commission into the Extraordinary Constitutional Committee of the USSR (ChKK USSR), tasked with legal and ideological constitutional oversight of state activities and ideological development of the socialist system. The resolution also provides for the restoration and establishment of the Main Political Directorate of the USSR (GPU USSR) under the CEC and the ChKK USSR, and approves a candidacy for the offices of Chairman of the ChKK USSR and Head of the GPU USSR. It enters into force upon signature.

General Regulations on the People's Commissariats of the USSR (2024)

The document sets out General Regulations on the People's Commissariats of the USSR, approved on 24 January 2024 by the USSR Central Executive Committee under the USSR State Committee for the State of Emergency (GKChP USSR). It establishes All-Union and Union-Republican People's Commissariats, lists their sectoral remits, and defines the powers of People's Commissars, authorised representatives and people's control bodies.

USSR CEC Resolution No. 10/2024-DP of 18 January 2024

The Central Executive Committee of the USSR (CEC of the USSR), acting as the supreme central body of state executive authority, resolves to allocate 11,111,112 Gold Soviet Roubles M0M1 (XAU) GSR to the state enterprise ZATO Vilyuchinsk. The measure is stated to implement the targeted project for strengthening the submarine service infrastructure of the Red Banner Pacific Fleet and the USSR State Programme for the Development of Nuclear Energy and Industry within the Greater Volga programme, pursuant to State Financing Plan No. 01 of 15 September 2023. The resolution enters into force upon signature by Chairman of the GKChP USSR B. Kh. Satushiev.

USSR GKChP Decree No. D/N 021 of 18 January 2024

The USSR State Committee for the State of Emergency issues Decree No. D/N 021, dated 18 January 2024, proclaiming the establishment of the state enterprise "Vilyuchinsk Closed Territorial Entity" (ZATO Vilyuchinsk) to support the submarine service infrastructure of the Red Banner Pacific Fleet and the USSR nuclear energy programme. The decree directs the USSR Central Executive Committee to consider and appoint directors and deputy directors, and to establish inspection and audit commissions with full control over execution, financing and budgetary expenditure. It enters into legal force upon signature, signed by Chairman B. Kh. Satushiev and Commissar A. S. Chernomorov.

USSR GKChP Decree No. D/N 020 of 16 January 2024

The document, issued in the name of the USSR State Committee for the State of Emergency, proclaims the establishment of four state enterprises to implement targeted projects including the A. S. Bogomolov Energy 2000 Complex and the Transcontinental Arctic Transport Tunnel. It directs the USSR Central Executive Committee to consider and appoint directors, and to set up inspection and audit commissions with full control over execution, financing and budgetary expenditure. The decree states that it enters into legal force upon signature.

USSR GKChP Decree No. D/N 019 of 16 January 2024

Decree No. D/N 019, dated 16 January 2024 and issued in the name of the USSR State Committee for the State of Emergency (GKChP USSR), proclaims the establishment of a state gold cryptocurrency, GoldCoin (SUN), backed by the Gold Soviet Rouble M0M1 (XAU) GSR. It allocates one billion Gold Soviet Roubles, equivalent to 1,000 metric tonnes of gold, as backing and fixes the exchange rate at one GoldCoin to one gram of balance-sheet banking gold. The decree states it enters into force upon signature.

GKChP USSR Decree No. D/N 017 of 29 December 2023

The USSR State Committee for the State of Emergency (GKChP USSR) issues Decree No. D/N 017 dated 29 December 2023, restoring the legal operation of the Main Directorate of Counterintelligence of the USSR, State Defence Committee "Smersh", across the sovereign territory of the USSR. The decree cites wartime legislation, earlier GKChP acts and 1943 Council of People's Commissars resolutions, and states that officials of the entity it calls the trading company "Russian Federation - Russia" who fail to comply may be treated as outlaws under wartime laws.

GKChP USSR Order No. P/17 of 13 November 2023

Order No. P/17 issued by the State Committee for the State of Emergency (GKChP) of the USSR on 13 November 2023 removes Vladimir Vladimirovich Putin from the office of Acting President of the State Cooperative Enterprise "Russian Federation — Russia" and assigns those duties to GKChP Chairman, General of the Army Boris Khachimovich Satushiev. It also directs the USSR State Security Committee and law-enforcement bodies to investigate alleged violations of USSR legislation by Putin since 12 April 2023 and from 2000 onwards.

USSR Resolution No. SUR 019 of 12 November 2023

The plenary meeting of the Special Commission of the Special Conference under the USSR Cabinet of Ministers resolves to remove Vladimir Vladimirovich Putin from the office of Acting President of the State Cooperative Enterprise "Russian Federation — Russia", without right of appeal, and to assign those duties to General of the Army Boris Khachimovich Satushiev, Chairman of the GKChP USSR. The resolution cites earlier GKChP, Military and People's Council and Act instruments, an acknowledged uncertainty as to Putin's physical existence, and a sharp deterioration of the economic situation in the sovereign territory of the USSR.

GKChP USSR Decree D/N 013 of 13 October 2023

A decree attributed to the USSR State Committee for the State of Emergency (GKChP USSR), dated 13 October 2023, listing historical expulsions of Jews and asserting that the Israeli ethnic group has no right to its own land. It proclaims Judaism and named Zionist and paramilitary bodies extremist and prohibited on USSR territory, orders persons with Israeli citizenship to leave within ten days, and threatens counter-terrorism measures against those who remain.
