  The application contains obscene or offensive expressions, threats to the life, health and property of an official, as well as members of their family. In this case, the applicant is notified in writing of the inadmissibility of abuse of right
  
  Construction or reconstruction of the capital construction facility has not begun before the expiry of the deadline for submitting the application for extension specified in clause 3.1.
  
  Non-compliance of the submitted documents with the requirements of the urban planning plan of the land plot or, in the case of issuing a construction permit for a linear facility, with the requirements of the territory planning project and the territory surveying project
  
  The content of the application does not allow determining the service requested
  
  Absence of the documents provided for by part 7 of article 51 of the Town Planning Code of the Russian Federation, listed in clause 2.11. of these regulations
  
  The text of the application cannot be read
  
  Non-compliance of the submitted documents with the requirements established in the permit for deviation from the maximum parameters of permitted construction or reconstruction
