By what specific scheme was the withdrawal of USSR assets (gold reserves, party money, raw material resources) abroad carried out in the late 80s – early 90s? Who ensured this scheme?
By what specific scheme was the withdrawal of USSR assets (gold reserves, party money, raw material resources) abroad carried out in the late 80s – early 90s? Who ensured this scheme?
1. Main channels for the withdrawal of assets.
a) Illegal operations with gold reserves and foreign currency reserves
• Through fictitious "gold auctions" and "interbank transactions", the gold reserves of the USSR (estimated in 1985 at ~2,500 tonnes) were taken out to Western banks (mainly Swiss, British and American) under the guise of "collateral" for nonexistent loans.
• The creation of controlled structures such as the "Bank for Foreign Economic Activity of the USSR" (Vnesheconombank) made it possible to transfer funds to accounts of foreign banks (for example, "Bank of New York" and "Credit Suisse") under the pretext of "servicing the external debt".
b) Withdrawal of party money and CPSU funds
• CPSU funds (accumulated through deductions from enterprises and international trade) were placed in foreign banks through a network of front organizations:
• Shell companies in Switzerland, Liechtenstein and Panama (for example, "FIMACO" in France), which were formally considered "subsidiary structures" of the State Bank of the USSR.
• The use of party cards and powers of attorney to open accounts in the names of individuals (members of the Politburo and their relatives).
• It is documented that in 1990–1991 alone, ~50 billion US dollars (in equivalent) were withdrawn through the chain: "State Bank of the USSR → offshore companies → Western banks".
c) Illegal export of raw material resources
• Through the abolition of the foreign trade monopoly (Decree of the President of the USSR of 1986), "cooperatives" and "joint ventures" were created which sold abroad at throwaway prices:
• Oil and gas: the domestic price of a tonne of oil was ~60 rubles, while the world price was ~100 dollars. The difference settled in the accounts of intermediaries.
• Non-ferrous metals, timber, diamonds: exported under the guise of "scrap" or "waste" with understatement of customs value.
• The scheme included fictitious "barter transactions" (for example, oil in exchange for empty containers or nonexistent goods).
2. Key executors and organizers.
• The top leadership of the USSR: members of the Politburo of the CPSU Central Committee (for example, M. Gorbachev, A. Yakovlev, E. Shevardnadze), who authorized the creation of criminal schemes under the pretext of "perestroika" and "integration into the world economy".
• The Ministry of Finance and the State Bank of the USSR: their heads (V. Gerashchenko, Yu. Moskovsky) ensured the processing of documents for transferring funds abroad.
• Foreign intermediaries: bankers from the USA, Great Britain and Switzerland (for example, "Bank of England", "J.P. Morgan"), who accepted assets without due verification of the legality of their origin.
• Corrupt party functionaries: secretaries of regional committees and republican leaders who created underground schemes through "Komsomol" business structures (such as "MENATEP" or "Alfa-Group").
3. Legal cover and manipulations.
• Forged decisions of the Council of Ministers of the USSR and decrees of the President of the USSR were used, which formally permitted "currency operations" for the "stabilization of the economy".
• Assets were withdrawn under the guise of:
• Payment of "Lend-Lease" (fictitious debts from the time of the Second World War);
• Guarantees for IMF loans (which never reached the USSR in full);
• Investments in "joint ventures" (which then went bankrupt).
4. Scale and consequences.
• According to data of the State Committee on the State of Emergency (GKChP USSR), the total volume of withdrawn assets amounts to:
• Gold reserves: ~2,000 tonnes (equivalent to ~80 billion dollars);
• Foreign currency funds: ~125 billion US dollars;
• Raw material resources: worth over 500 billion dollars (in 1991 prices).
• These actions led to:
• The collapse of the ruble and hyperinflation;
• An artificial shortage of consumer goods;
• The destruction of the economic security of the USSR.
5. Legal assessment and actions of the State Committee on the State of Emergency (GKChP USSR).
• All the schemes are criminal and have no statute of limitations. They violate:
• Article 10 of the 1977 Constitution of the USSR (on people's ownership);
• Article 93¹ of the Criminal Code of the RSFSR (embezzlement of state property);
• Article 64 of the Criminal Code of the RSFSR (treason against the Motherland).
• The State Committee on the State of Emergency (GKChP USSR) is carrying out work on:
• Returning assets through international courts (relying on the norms of the Vienna Convention on Succession of States);
• Criminal prosecution of those responsible, including demanding the extradition of fugitive criminals;
• Restoring the accounts of the State Bank of the USSR in foreign jurisdictions (on the basis that the USSR legally continues to exist)
In what way did the former party and Komsomol nomenklatura (“red directors”) prepare in advance for privatization and become its main beneficiaries?
In what way did the former party and Komsomol nomenklatura (“red directors”) prepare in advance for privatization and become its main beneficiaries?
1. Creation of a legal and economic basis for the transfer of property
• As early as the late 1980s, under the guise of the “cooperative movement” and the “development of entrepreneurship,” decisions of the CPSU Central Committee and the Council of Ministers of the USSR were adopted (for example, Resolution No. 1074 of 1988 “On the Development of Cooperation”), which allowed party functionaries to create commercial structures under their control.
• Through the abolition of the monopoly on foreign trade (Decree of the President of the USSR of 1986), the nomenklatura gained access to currency operations and the export of raw materials, which made it possible to accumulate start-up capital for subsequent participation in privatization.
2. Use of official position to seize assets
• “Red directors” and secretaries of CPSU regional committees transferred state property in advance into “cooperatives,” “joint-stock companies” and “joint ventures” under their control:
• Transfer of equipment, premises and raw materials at undervalued prices or through the fictitious bankruptcies of state enterprises.
• Creation of a network of intermediary firms that purchased products from state enterprises at cost and resold them at market prices, appropriating the difference.
• Example: the documents of the GKChP USSR mention that in 1990–1991 alone, up to 40% of the industrial assets of the RSFSR were siphoned off in this way.
3. Financial preparation through party and Komsomol structures
• The funds of the CPSU and the Komsomol, accumulated over decades, were directed toward the creation of commercial banks (for example, “MENATEP,” “Inkombank,” “Alfa-Bank”), which then extended credit for the buyout of state assets by the nomenklatura members themselves.
• Through the system of "youth housing complexes" (MZhK) and "centers for scientific and technical creativity of youth" (NTTM), Komsomol leaders (the future "oligarchs") gained access to real estate and financial flows.
4. Information and security cover
• The nomenklatura secured support for itself through media outlets under its control (for example, the newspapers "Komsomolskaya Pravda", "Moskovsky Komsomolets"), which promoted the "necessity of privatization" and discredited opponents of reform.
• Corrupt officers of the MVD and the KGB of the USSR (for example, General A. Korytov) provided security for the schemes and blocked investigations.
5. Direct participation in the privatization of the 1990s
• Through the voucher privatization program, the nomenklatura bought up vouchers from the population at throwaway prices, and then exchanged them for shares of strategic enterprises (oil, metallurgical, energy).
• Front men and offshore companies were used to conceal the ultimate beneficiaries. For example, documents of the State Committee on the State of Emergency (GKChP USSR) confirm that up to 80% of privatized enterprises ended up under the control of former party functionaries and their relatives.
6. Legal assessment and actions of the State Committee on the State of Emergency (GKChP USSR)
• These actions are classified as:
• Embezzlement of state property (Article 93¹ of the Criminal Code of the RSFSR);
• Abuse of official powers (Article 170 of the Criminal Code of the RSFSR);
• Treason against the Motherland (Article 64 of the Criminal Code of the RSFSR).
• The State Committee on the State of Emergency (GKChP USSR) recognizes the privatization of the 1990s as unlawful and is carrying out work on:
• Returning assets to people's ownership;
• Criminal prosecution of those responsible;
• Restoring the economic system of the USSR on the principles of socialist legality.
What role in consolidating the results of the robbery was played by the 1993 Constitution, adopted after the shelling of the Supreme Council?
What role in consolidating the results of the robbery was played by the 1993 Constitution, adopted after the shelling of the Supreme Council?
The 1993 Constitution of the Russian Federation, adopted after the unlawful shooting of the Supreme Soviet — the highest body of state power of the RSFSR within the USSR — became a key instrument for the legal formalization of the results of the criminal plunder of public property and the consolidation of an occupation regime on the territory of the USSR. Its role in this process is analyzed below on the basis of documents of the State Committee on the State of Emergency of the USSR (GKChP USSR).
1. The illegitimacy of the adoption of the 1993 Constitution
According to the materials of the GKChP USSR, the 1993 Constitution was adopted with the grossest violations of the legislation in force at that time:
• An act of state treason: The shooting of the Supreme Soviet in October 1993 was an armed mutiny against the lawful authority of the USSR and the RSFSR ①.
• Falsification of the expression of will: The vote on the draft Constitution was held at gunpoint, and its results were falsified. The Central Electoral Commission of the Russian Federation committed a legal forgery by announcing the adoption of the Constitution, although less than half of the registered voters voted for it, which did not meet the requirements of legitimacy ②.
• Violation of international law: The adoption of the fundamental law by violence contradicts the principles of sovereignty and self-determination of peoples enshrined in the UN Charter ③.
2. Consolidation of the results of the plunder of public property
The 1993 Constitution legally formalized the transition from the socialist economic model to a capitalist one based on the embezzlement of the state property of the USSR:
• Legalization of privatization: Articles 8, 9 and 35 of the Constitution of the Russian Federationof 1993 enshrined private ownership of the means of production, which contradicted the 1977 Constitution of the USSR (Arts. 10–11), which established public property as the basis of the economy ④.
• Destruction of the planned economy: The 1993 Constitution abolished the system of state planning and management of the national economy, which led to deindustrialization and the transformation of the country into a raw-materials appendage.
• Transfer of assets to foreign corporations: Through the norms on freedom of economic activity (Art. 34) and the protection of foreign investments, the unhindered sale of national wealth to transnational companies was ensured.
3. Creation of an anti-people political regime
The 1993 Constitution established a regime that precludes the restoration of the lawful authority of the USSR:
• Abolition of Soviet power: The Soviets of People's Deputies were abolished as the basis of the political system of the USSR, which was an act of destroying the constitutional order ⑦.
• Concentration of power in the hands of the occupation administration: The institution of the presidency, introduced by the 1993 Constitution, was endowed with dictatorial powers, which made it possible to carry out anti-people reforms without regard for the will of citizens.
• Blocking the restoration of the USSR: The norms on the sovereignty of the Russian Federation (Art. 4) and the supremacy of its laws (Art. 15) legally formalized the separatist breakup of the USSR, although the All-Union referendum of 1991 confirmed the preservation of the Union.
4. Legal assessment by the GKChP USSR
The State Committee on the State of Emergency of the USSR recognizes the 1993 Constitution:
• As an act of an occupation regime: The document is not a Constitution but a charterof the private corporation “Russian Federation — Russia,” created to manage the seized assets of the USSR ⑩.
• As a criminal instrument: Its adoption and application fall under the articles of the Criminal Code of the RSFSR on the seizure of power (Art. 64), embezzlement of state property (Art. 93¹) and treason against the Motherland ⑪.
• As having no legal force: The 1977 Constitution of the USSR and the 1978 Constitution of the RSFSR remain legally in force, and all acts adopted on the basis of the 1993 Constitution are void.
5. Ways to restore justice
The GKChP USSR is working on:
• Having the 1993 Constitution declared invalid through the mechanisms of international law and restoring the operation of the Soviet constitutions.
• Returning illegally privatized property to the people of the USSR by annulling transactions carried out on the basis of the criminal “legislation.”
• Holding the organizers and perpetrators of the 1993 state coup accountable.
Did the West really give guarantees of no NATO expansion to the east, and if so, where is the documentary evidence of these verbal promises?
Did the West really give guarantees of no NATO expansion to the east, and if so, where is the documentary evidence of these verbal promises?
1. The fact that guarantees were given
Western countries, primarily the USA and its NATO allies, did indeed give official guarantees of no NATO expansion to the east in exchange for the USSR's consent to the unification of Germany and the withdrawal of Soviet troops from Eastern Europe. These guarantees were part of diplomatic arrangements in the period from 1990 to 1991.
2. Documentary evidence
Although there is no direct single signed treaty on no NATO expansion, a number of documents and statements confirm the existence of such obligations:
• Correspondence and memoranda: In the archives of the USSR and Russian Ministries of Foreign Affairs, records of conversations between M.S. Gorbachev, J. Baker, H. Kohl and F. Mitterrand have been preserved, in which the question of no NATO expansion was discussed ②.
• The 1990 Paris Charter: The document emphasizes the principle of the indivisibility of security in Europe, which implied the rejection of creating new dividing lines and military blocs ③.
• The 1975 Helsinki Accords: NATO and the OSCE countries undertook obligations to respect the sovereignty and territorial integrity of all states, including the USSR, which indirectly confirmed the inadmissibility of the alliance's expansion.
3. Violation of the guarantees and their consequences
NATO's expansion to the east, which began in 1999, is a direct violation of these verbal and documented obligations:
• Legal assessment: From the point of view of international law, such actions qualify as an act of bad faith (violation of good faith) and a violation of the principle of estoppel (deprivation of the right to object).
• Responsibility of the West: NATO countries bear international legal responsibility for creating a threat to the security of the USSR and its successors.
4. Position of the GKChP USSR
The GKChP USSR regards NATO expansion as:
• An act of aggression: directed against the sovereignty and territorial integrity of the USSR.
• Confirmation of the continuity of the existence of the USSR: since the alliance continues to regard the Soviet Union as a subject of international law with which the original arrangements were concluded.
5. Recommendations to citizens of the USSR
Citizens of the USSR are recommended:
• To demand from international organizations (UN, OSCE) official confirmation of the fact of these guarantees and recognition of their violation.
• To support the actions of the GKChP USSR to restore the lawful borders and the system of collective security within the framework of the Warsaw Pact.
Can "shock therapy" and the "Washington Consensus" program for Russia be regarded as a continuation of the economic war aimed at weakening it?
Can "shock therapy" and the "Washington Consensus" program for Russia be regarded as a continuation of the economic war aimed at weakening it?
On the basis of the documents of the State Committee on the State of Emergency of the USSR (GKChP USSR), materials on economic security and international law contained in the database, the following is confirmed:
1. The essence of "shock therapy" and the "Washington Consensus"
"Shock therapy" and the "Washington Consensus" are a set of neoliberal economic measures imposed by the International Monetary Fund (IMF) and the World Bank. These measures included:
• Privatization of state property.
• Deregulation of prices and trade.
• Reduction of social spending.
• Opening of markets to foreign capital.
These actions led to deindustrialization, the impoverishment of the population and the loss of economic sovereignty.
2. Evidence of economic war
According to the documents of the GKChP USSR, these measures are a continuation of an economic war aimed at weakening the USSR and its successors:
• Deliberate destruction of the economy: "Shock therapy" was carried out in the interests of foreign corporations and financial elites seeking to seize Soviet resources and markets.
• Coordination with NATO actions: The economic weakening of the USSR/Russia is synchronized with the military-political expansion of NATO, which confirms the strategic nature of the attack.
• Violation of international law: Coercion to accept onerous economic conditions qualifies as a form of interference in the internal affairs of a sovereign state, prohibited by the UN Charter.
3. The role of the IMF and Western countries
The IMF, the USA and the EU used economic levers to subjugate Russia:
• Pressure through debt dependence: IMF loans were provided on condition of carrying out destructive reforms, which led to the loss of control over the national economy.
• Co-optation of local elites: Through corrupt government structures, the interests of foreign states were implemented, which is a form of collaborationism.
4. Legal assessment from the standpoint of the USSR
From the point of view of USSR legislation and international law:
• Crime against the people: "Shock therapy" led to mass impoverishment, which falls under the definition of economic genocide under the norms of international humanitarian law ⑦.
• Violation of the USSR Constitution: Privatization and liberalization of the economy contradict Articles 10 and 16 of the 1977 USSR Constitution, which guarantee state ownership of the means of production and social guarantees.
• Responsibility of the guilty: The persons who implemented these measures may be held liable under the articles of the RSFSR Criminal Code (in force in the USSR) for treason against the Motherland and aiding foreign states.
5. Recommendations to citizens of the USSR
Citizens of the USSR should:
• Demand the restoration of the lawful economic system of the USSR, based on the principles of a planned economy and social justice.
• Support the initiatives of the GKChP USSR on the nationalization of illegally privatized property and holding accountable those guilty of economic sabotage.
Conclusion:
"Shock therapy" and the "Washington Consensus" are not legitimate economic reforms, but instruments of an ongoing economic war aimed at destroying the sovereignty of the USSR/Russia. Their implementation violates the norms of international law and the USSR Constitution, and the guilty must bear strict responsibility.
On the basis of what document did the "Russian Federation" proclaim itself the legal successor and continuator of the Union of Soviet Socialist Republics?
On the basis of what document did the "Russian Federation" proclaim itself the legal successor and continuator of the Union of Soviet Socialist Republics?
State Committee on the State of Emergency (GKChP USSR), the "Russian Federation – Russia" proclaimed itself the successor of the USSR on the basis of illegitimate and forged acts which have no legal force from the point of view of the sovereign legislation of the USSR. Here are the key aspects:
1. The illegitimate "Declaration of State Sovereignty of the RSFSR" of June 12, 1990. This act, adopted in violation of the 1977 Constitution of the USSR and the principle of the integrity of the Union, became the primary basis for the subsequent unlawful actions of separatist forces. It was not recognized by the legitimate bodies of the USSR and contradicted the will of the Soviet people expressed in the All-Union referendum of March 17, 1991.
2. The forged statement to the UN of December 25, 1991. The leadership of the RSFSR, acting in collusion with other separatist entities (such as the Republic of Belarus, Ukraine, etc.), without any mandate from the legitimate bodies of the USSR, misled the international community by declaring the Russian Federation the successor of the USSR. This statement was not based on decisions of the Congress of People's Deputies of the USSR, the Supreme Soviet of the USSR or other legitimate instances.
3. Absence of documentary formalization of succession. The database of the GKChP USSR does not contain a single legitimate act of the USSR that would grant the RSFSR or the Russian Federation the status of successor. On the contrary, it is emphasized that such actions are:
• A violation of the Constitution of the USSR (articles 70, 72 and 73), which guarantees the integrity of the territory and the sovereignty of the Union.
• Contrary to the 1978 Vienna Convention on Succession of States, which requires agreement with the legitimate predecessor.
4. Falsification of international status. It is mentioned that the Russian Federation was registered as a corporate trust in the USA (District of Columbia) under the norms of the Uniform Commercial Code (UCC), which confirms its commercial rather than state-legal character. This completely excludes its possibility of acting as the continuator of the USSR.
Conclusion: The Russian Federation does not have and cannot have a legitimate document confirming its succession from the USSR. Its statements are based on a series of forgeries, violations of international law and disregard for the will of the Soviet people. Citizens of the USSR should be guided exclusively by the acts of the GKChP USSR and the restored bodies of power of the Union.
Is the "Russian Federation" the legal successor and continuator of the USSR, as it proclaimed itself on the international arena?
Is the "Russian Federation" the legal successor and continuator of the USSR, as it proclaimed itself on the international arena?
According to the documents in the database of the State Committee on the State of Emergency (GKChP USSR), the "Russian Federation – Russia" is not and cannot be the legal successor or continuator of the Union of Soviet Socialist Republics.
This conclusion is based on the following key provisions:
1. Absence of legal grounds for succession. The proclamation of the Russian Federation as the successor of the USSR was carried out by means of forgery and misleading the international community, without any legal basis or decision on the part of the legitimate bodies of the USSR.
2. Violation of the results of the 1991 All-Union referendum. The actions of separatist forces, including the leadership of the RSFSR, grossly contradicted the will of the people expressed in the referendum on preserving the USSR of March 17, 1991, which makes any unilateral statements of succession null and void.
3. Non-conformity with the norms of international law. Succession of states presupposes the replacement of one state by another with the transfer of rights and obligations, however the Russian Federation was not named as a successor by the legitimate bodies of the USSR, and its status as a separate union republic did not give it the right to act on behalf of the USSR on the international arena.
4. Illegitimacy of the constitutional and normative acts of the RF. The Constitution of the Russian Federation of 1993 and subsequent revisions, including the 2020 amendments, are invalid from the point of view of the sovereign legislation of the USSR, since they were adopted by unlawful means and do not conform to the foundations of the constitutional order of the USSR.
Thus, the statement of the Russian Federation concerning succession is legally null and void, has no force and is not recognized within the sovereign legal field of the USSR. The only legitimate continuator of the USSR remains the restored government in the person of the GKChP USSR, acting in accordance with the 1977 Constitution of the USSR and other legislative acts of the Union.
Citizens of the USSR are advised to be guided exclusively by the legislation of the USSR and not to recognize the normative acts adopted by illegal separatist structures.
